Reland "Android: Add support for tracing sampling profiler on arm64" This reverts commit 3533f3d0e017322adda704cf277e9b56d7c0f5d2. Reason for revert: Fix X86 build. X86-64 builds support frame pointers. Explicitly specify ARM64 in code. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
