More consistent macro definitions in base/compiler_specific.h.

* Except in PartitionAlloc (which still supports C++17), eliminate
  `HAS_CPP_ATTRIBUTE`, since `__has_cpp_attribute` is standard in C++20
  and all our compilers support it, and it's not used outside
  compiler_specific.h.
* Prefer standard-C++-style attributes to GCC-style ones whenever
  possible. These have a more restricted set of places they can appear,
  so this requires some minor callsite tweaks.
* Directly test for the attributes being used instead of looking at
  which compiler is being used. In a few cases this will likely result
  in the gcc build getting the intended attribute "for free".
* Streamline some redundant, verbose, or technically inaccurate
  definitions.

Logo Chromium

Chromium is an open-source browser project that aims to build a safer, faster, and more stable way for all users to experience the web.

The project's web site is https://www.chromium.org.

To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

Documentation in the source is rooted in docs/README.md.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
