[Fuchsia] Improve the Fuchsia documentation.

* Move instructions about running tests from //fuchsia/README.md to
  //docs/fuchsia_build_instructions.md.
* Rewrite the "Test code" section in //fuchsia/README.md to include
  test guidelines and update the test code structure.
