[task] Annotate flow for jobs The CL adds TaskTracker::WillEnqueueJob to add flow annotation on JobTaskSource. This CL fixes 2 cases missing a correct sequence_num: - Task returned from TaskSource::Clear() - Task created by JobTaskSource Since https://chromium-review.googlesource.com/c/chromium/src/+/4887296 In those cases, sequence_num is only used for tracing flow. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
