Reland "[media_effects] Add ChromeContentClient::BindVideoEffectsManager" This is a reland of commit 1d2231ae3fd93cce5cb3bc19af9b96220a481b14 Reason for reland: The revert incorrectly attributed a build failure to this CL, but it was actually an ifra failure. crbug.com/1486663 Original change's description: > [media_effects] Add ChromeContentClient::BindVideoEffectsManager > > This CL proxies the `MediaEffectsService` so that effect managers can be > bound from //content. This is necessary in order to map device > to `BrowserContext` before starting a device in `VideoCaptureHost`. > > Bug: b:292149741 > Change-Id: I49f27b31a117be9e18ff866238964bb52d15fd34 > Reviewed-on: https://chromium-review.googlesource.com/c/chromium/src/+/4702471 > Commit-Queue: Bryant Chandler <[email protected]> > Reviewed-by: Avi Drissman <[email protected]> > Reviewed-by: Mark Foltz <[email protected]> > Cr-Commit-Position: refs/heads/main@{#1201196} Bug: b:292149741 Change-Id: Ie176f9339b46fe62545860ebf8ca468814764d0b Reviewed-on: https://chromium-review.googlesource.com/c/chromium/src/+/4892425 Reviewed-by: Avi Drissman <[email protected]> Reviewed-by: Mark Foltz <[email protected]> Commit-Queue: Bryant Chandler <[email protected]> Cr-Commit-Position: refs/heads/main@{#1201797}

Learn how to Get Around the Chromium Source Code Directory Structure .
For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
