Owners may submit a Pathway Change Application to switch to the Prescriptive Pathway. DOEE will only consider approving a change to the Prescriptive Pathway if the application includes a complete and accurate Energy Audit outlined in BEPS Guidebook 3.3.1 to meet the Phase 1 reporting requirements, an in-progress Action Plan for Phase 2 requirements, and an explanation as to why they are seeking the change. For a change to the Prescriptive Pathway, the owner must demonstrate, to the satisfaction of DOEE, that the Prescriptive Pathway is more suitable than the approved Pathway.
An in-progress Action Plan follows the complete Action Plan format outlined in BEPS Guidebook 3.3.5 with language ready for the completed plan or a description of the progress to date and the steps the building owner will take in order to complete the Action Plan by the Phase 2 deadline.
DOEE will not approve a change to the Prescriptive Pathway if the building has missed the Action Plan deadline or if the Pathway Change Application fails to demonstrate that the building is on track to meet the Action Plan deadline. As with all Pathway Change Applications, DOEE will not approve a Pathway Change Application that allows a building owner to solely avoid energy performance or reporting/verification requirements under an approved Pathway.
