DOEE has created the Building Energy Performance Standards (BEPS) Compliance and Enforcement Guidebook for Compliance Cycle 1 (Guidebook) to assist building owners in understanding the requirements, compliance methods, and enforcement of the BEPS Program for buildings that do not meet the BEPS. DOEE has included appendices and technical information to assist in understanding procedural requirements, and forms and templates are available on the Online BEPS Portal (Portal). DOEE has added the Guidebook to the Knowledgebase to be the most complete source of information on BEPS compliance and enforcement, as well as streamline the connection between the processes described in the Guidebook and the resources available on the Portal. To this end, the online version of the Guidebook presents information differently than the PDF version. The online version omits references to DC Code and DC Municipal Regulations, present in the PDF version, to improve readability; readers interested in these references should refer to the footnotes in the PDF format document. The online version also includes links to forms and resources that are not in the PDF version in order to more directly connect readers with those resources. Finally, the Knowledgebase also permits an FAQ on BEPS requirements to link directly to the relevant Guidebook section(s).
The Guidebook is presented in the Knowledgebase by chapter, and the sections within chapters are often collapsed, for ease of reading and maintenance. The articles on the right show the organization and can be used to jump directly to the noted chapters. Several longer chapters are broken into multiple articles organized by topic. Users can also navigate between chapters using navigation buttons found at the top of each article.
