fix: Update to refactored zhc onEvent() and fix onEvent(stop) not being called when device is force removed

This PR:

• Updates Z2M to use the refactored onEvent() API of zhc (fix!: Refactor onEvent zigbee-herdsman-converters#9650).
• Updates to the changed postProcessConvertedFromZigbeeMessage() API of zhc (fix!: Add device argument to postProcessConvertedFromZigbeeMessage zigbee-herdsman-converters#9693)
• Updates to changed Fz.Message.meta API of zhc (fix!: Expose rawData on Fz.Message.meta zigbee-herdsman-converters#9775)
• Fixes an issue that when a device is removed and the device does not send a deviceLeave (or is removed with force=true) the definition onEvent is never called with stop (fixes Tuya TS011F_plug_3 polling not stopped when device is removed #27963)
