Publish updated Working Draft

The Audio Working Group resolved to publish an updated Web MIDI Specification Working Draft on 2023-11-01.

Before doing this, we need to update the changelog (it looks like there may not actually be a changelog yet).

This should happen as soon as possible, then we can focus again on getting ready for CR.

The changelog missed the last two commits. Maybe there is a way to automate updating the changelog too for next time.
