Problem: Django 4.2 reaches EOL on April, 2026

In AM v1.16.0 we upgraded Archivematica and the Storage Service to Django 4.2 LTS.
Our next target should be Django 5.2 LTS and we should add Python 3.13 and 3.14 support as well.
