There's issue with the test highlight in comment plugin, When we scroll the highlighted color appears above all. Added screenshot for reference.

Lexical version: LTS

Steps To Reproduce

1. Select texts and opent he comment panel
2. And scroll a bit, You should be able to see the issue

The expected behavior
