Broken animation when add element outside viewport

Animation looks broken when added element is outside of viewport.

For some reason I can not upload Firefox but it looks same. In viewport - works, outside of viewport - broken.

Interesting. I wonder if chrome is not allowing the Animation API to run when outside the viewport. Worth investigating.
