unprivileged_userns_clone not part of 6.6 WSL kernel build

I pulled and built the 6.6 branch of the WSL kernel. I'm trying to install sysbox runtime in a container and I'm getting an error that the unprivileged_userns_clone is not found. In the wsl_config, I have the line CONFIG_USER_NS=y.
Is there another configuration setting that I'm missing?
