Description
https://docs.okd.io/4.16/welcome/index.html is currently published, with 4.16 and FCOS as the recommended base.
Since this is not yet a released version, we should pull it from the site till release, and with SCOS as the base - the current doc is a little misleading since that's not the intended plan.
