Promote Service desk

Design

  • The banner will appear if the license/plan is GitLab EES since Service Desk is for GitLab EE Premium.
  • For regular EE on-prem sites, users who never start GitLab EE trial, they will see the banner from #2888 (closed).
  • For GitLab.com, users will also see the banner from #2888 (closed).
Promote trial or license activation for regular EE on-prem sites.

without needing their own user account. It provides a unique email address for end users to 
create issues in a project, and replies can be sent either through the GitLab interface or by email.
