Dollar in identifier is currently working, you just have to doublequote the
identifier.

create table "foo$" (   "foo$" int4
);

select * from "foo$";
select "foo$" from "foo$";

works just fine. Or

create table "$foo" (   "$foo" int4
);

select * from "$foo";
select "$foo" from "$foo";

also works.

Perhaps it may be some problems with pl/pgsql, not tested...
