Just wondering but is anyone else's game sped up like crazy?

I've had less than a handful of Steam games not start or not being able to find a quick solution. This game doesn't not start and there seems to be no fix. My PC is a well-oiled machine. Everything is up to date and working properly. This is most definitely an issue with the game itself as others have reported. Specs are as follows.
