I have never seen him online on my friends list without Starbound being open.

Unfortunately as far as I'm aware, the LAN multiplayer in Dark Legions doesn't support adding of NPCs, only allows player vs player.

This seems to be a new scam cropping up to phish your information. If someone you know sends you that link for flast crown and asks you to vote for their CS:GO team report their profile as potentially compromised. It seems to be done through bots, they don't respond to conversation.
