what do you mean once I got to the undergrounds reservoir and did all the things their is no more option but to go back to pneuma

is the life artifact fully implemented because once I get to the underground lake in pneuma I don't have any other options left
im stuck on the life artefact its saying i need to be in the med/sci area when i toggle the quarantine and i am unsure how to do that
when you unlock the net but there's no data tab so you have to wait to get a board and click the notification.
Edit- Never mind its something you need to buy in the shop I feel like that should have been mentioned.
Edit 2: my cards in the data tab are stuck I cant move them at all.
