bug with roles and permissions

Getting a bug where a new role created 1 step below the Administrator role for "Editor" with all the permissions set in the backend for edit/viewing functionality but that user will get Access Denied error when trying to go to the "store locator list" page in the backend. I tried everything I could think of. The only way I could get it to display for that user was to give them administrator privileges which is less than ideal.
