Update plugins automatically get a queue to check for updates to distributions. Ideally, we'd also provide automatic webhooks for each distribution.

I think these should be very light-weight, in that they should do little more than trigger an update check. As a result, any payload could essentially be discarded, and we could then even skip authentication, for that matter.
