Deprecate dependencies, libraries, modules, and themes that will be removed from Drupal 11 core

Add all Modules that have an ideas issue for removal.

Tour policy is RTBC, added a child meta.

Thanks @quietone, I _think_ we might run into some issues/have to look at our extension deprecation policy now that we're deprecating without an actual code base for the removal, but I'll voice my (per usual) valid/invalid concerns in the tour deprecation issue :)

Update module to be deprecated

I've added #3414563: Add new 10.3.x database dump fixtures, without modules deprecated for removal in 11.x to remove deprecated modules from testing database dumps in bulk - the idea being that it should hopefully be much less work, and as reviewable, to remove 3-4 modules from a database dump in one issue, vs. one issue for each.

Removed "Modules that need further discussion" since that work will not be done before Drupal 11.

Just Statistics to deprecate.

All extension deprecations that will completed in this issue are complete.

Hopefully, the Field Layout can be deprecated in the Drupal 11 cycle.

@xjm can you link the newer issue? I can't find it. Came here from #3076171: Provide a new library to replace jQuery UI autocomplete which still has this issue as its parent.
