Drop support for versions of Drupal older than 10.3

Problem/Motivation

In order to use some new features in Drupal core, we must drop support for older versions.

Drupal 10.3 is the final feature release version of Drupal 10, so in order to use all of those features. I propose setting the minimum Drupal core version to 10.3 in the next minor release of this project.

Set the minimum Drupal core version to at least 10.3.0 in the 4.1.x version
