On the 14 May 2025 the TPC consulted on proposed changes to Rule 7 of The Tribunal Procedure (First-tier Tribunal) (Property Chamber) Rules 2013 (Service of Directions). The consultation closed on 9 July 2025.

Having considered carefully the responses to the consultation, the Tribunal Procedure Committee (TPC) has decided to proceed with the proposed amendment to Rule 7 of The Tribunal Procedure (First-tier Tribunal) (Property Chamber) Rules 2013, as set out in its consultation.

The amendment to Rule7 introduces a new Rule 7(6A), allowing the First-tier Tribunal (FTT) to direct a party to serve the Tribunal’s directions on every other party. This resolves the practical issues raised by the Wyldecrest decision.

This consultation arises from the decision in ‘Wyldecrest’ that the Tribunal does not have power under the Property Chamber Rules, and specifically under Rule 7 (6), to direct a party to send out the tribunal’s directions to the other parties.
