About us
21CP Solutions helps public safety agencies effectively tackle the challenges of delivering safe, effective, just, and constitutional public safety services in the 21st Century. We offer organizational assessments, staffing studies, risk mitigation planning, critical incident after-actions, policy reviews, training development, and more. Through all our work, we empower state, local, and tribal governments as well as schools and campuses to develop and implement equitable and integrity-driven public safety that is grounded in building trust and strengthening relationships. 21CP does not simply make aspirational recommendations about improvements or reforms to policies, practices, or procedures. Instead, we work with organizations across the country to translate broad public safety objectives to operational realities.

At #IACP2025 the co-chairs of the President’s Task Force on 21st Century Policing, Laurie Robinson and Charles Ramsey noted that one of the standout facts of the work was that the task force members reached consensus on every single recommendation in their 2015 report. Consensus isn’t easy! But, when we sit down to talk and listen with open minds and hearts, we can quickly find that we are not so far apart in our ideas. (And we echo the shoutout to the people that helped move the task force forward throughout the process, including James Copple, Colleen Copple, Deborah Spence and the rest of the team at the COPS Office.) Been a while since you read the report? It’s on our website: https://lnkd.in/eEJiUB3P

It’s the last afternoon at #IACP2025, what session are you going to see? We are looking forward to seeing Marvin Ben H. lead a session on an immersive law enforcement leadership program developed in partnership with Rutgers University, the University of Virginia, and the New Jersey State Police. “Operationalizing Never Again” will be in the Mile High Ballroom 2A/3A at 12:30!

Partner Roberto Villaseñor was honored to start off the discussion on a panel on leading with integrity at #IACP2025 today organized by our partners at States United Democracy Center. Charles Ramsey also offered comments, and then the session moderated by Ed Medrano went on the speak with Green Bay Chief Chris Davis, AZ Director of Public Safety Jeffrey Glover, MPA, and Hennepin County Sheriff Dawanna Witt. An outstanding and timely discussion!

Thank you for a great presentation! Some key points that really resonate: - Mr. Ramsey’s points about how this 21st Century Policing report is a guide and a building block for agencies to build and adapt to their needs. - Retired Director Davis’ points about how wellness and trust / legitimacy are interconnected. Officers who feel valued, supported and led with authenticity are more likely to embody the building of trust and legitimacy! - There is and will always be more work to do. Keep pushing toward greatness. #IACPDenver

This morning at #IACP2025 Senior Advisor for 21CP Risk Thomas Manger was part of a General Assembly discussion on The Opening General Assembly Panel: Policing Amid Political Turbulence: Responding to Violence in a Divided Era. Such a critically important discussion, and Tom’s insights from a career spent working in the National Capital Area are unmatched. #21CPRisk
