Leveraging AI in peace processes: A framework for digital dialogues "The integration of artificial intelligence (AI)-driven technologies into peace dialogues offers both innovative possibilities and critical challenges for contemporary peacebuilding practice. This article proposes a context-sensitive taxonomy of digital deliberation tools designed to guide the selection and adaptation of AI-assisted platforms in conflict-affected environments. Moving beyond static typologies, the framework accounts for variables such as scale, digital literacy, inclusivity, security, and the depth of AI integration. By situating digital peace dialogues within broader peacebuilding and digital democracy frameworks, the article examines how AI can enhance participation, scale deliberation, and support knowledge synthesis, —while also highlighting emerging concerns around algorithmic bias, digital exclusion, and cybersecurity threats. Drawing on case studies involving the United Nations (UN) and civil society actors, the article underscores the limitations of one-size-fits-all approaches and makes the case for hybrid models that balance AI capabilities with human facilitation to foster trust, legitimacy, and context-responsive dialogue. The analysis contributes to peacebuilding scholarship by engaging with the ethics of AI, the politics of digital diplomacy, and the sustainability of technological interventions in peace processes. Ultimately, the study argues for a dynamic, adaptive approach to AI integration, continuously attuned to the ethical, political, and socio-cultural dimensions of peacebuilding practice." Our new paper in Data&Policy explores #AI's potential in #PeaceDialogues - not by replacing human interaction, but by meaningfully enhancing it. #AI_Affordances for Peace Dialogues: ✅ #KnowledgeManagement: AI systems preserve institutional memory throughout peace processes, linking historical frameworks with ongoing dialogue insights. ✅ #Scale_Inclusivity: Enables large stakeholder groups to participate simultaneously while creating entry points for marginalized and remote communities to contribute. ✅ #Sensemaking: Advanced NLP synthesizes complex qualitative inputs, performing thematic clustering and uncovering patterns that enhance collective understanding among participants and facilitators alike. ✅ #MultimodalAccess: Accommodates diverse participation through voice messages, text, and real-time translation, providing additional access points ✅ #EarlyWarning: Sentiment analysis and topic modeling detect emerging conflict drivers and shifting public concerns before tensions escalate ✅ #ConsensusMapping: Visualizes opinion clusters and identifies common ground among divided stakeholders #KeyInsights: ➡️ Success depends on matching AI to context - sophisticated backend analysis can work through familiar, low-tech interfaces. With CMI — Martti Ahtisaari Peace Foundation in Yemen, we combined AI-powered sensemaking with simple WhatsApp voice messages. Though technical adaptation is just one aspect of contextual alignment. ➡️ AI's greatest value isn't automating peace dialogues but augmenting human capacity - expanding participation, deepening analysis, and synthesizing complexity while preserving the essential human dimensions of trust-building and relationship formation. The full framework helps practitioners navigate 10 critical dilemmas, from digital literacy to cybersecurity, empowering peacebuilders to harness AI's potential. #DigitalPeacemaking #DigitalDiplomacy #PeaceTech #AI #ConflictResolution #InternationalRelations cc Martin Waehlisch 🌐🕊️ / Felix Kufus https://shorturl.at/u4CyI

Excellent overview of the affordances that AI can bring to digital dialogues in peace processes by Felix Kufus and Martin Waehlisch 🌐🕊️: https://lnkd.in/eSStS3DK 💡Especially appreciate the distinction between the AI integration types (analysis-only, interactive, generative, hybrid) and how this distinction is emphasised throughout the examples and discussion. ➡️ Something we're paying attention to in Build Up ^ applications of AI to dialogue processes is how different tools can be linked and combined to maximise affordances (sensemaking, facilitation, etc) at different stages in the dialogue. With that in mind, might have been interesting to dig further into how these combinations work in practices and what (digital) facilitation skills are needed to connect the tools into a process. (Or maybe that's another paper!) 💫 Couldn't agree more with the closing sentence: "Ultimately, the success of AI-enabled peace dialogues will depend on whether their design reflects the values, contexts, and needs of the societies they aim to serve."

Towards Digital Sovereignty and Just AI Futures The countdown is underway for the Global South Artificial Intelligence Law and Governance Dialogue 2025—a milestone gathering that represents far more than an event. It is a clarion call for digital sovereignty, social justice, and the elevation of perspectives historically excluded from global AI rulemaking. As convenor, my resolve is strengthened by the critical insights from stakeholders throughout Africa, Asia, and Latin America. Our collective mission is to ensure that AI frameworks are not imported prescriptions but locally-rooted architectures, built on consultative processes, indigenous knowledge, and mutually beneficial partnerships. The unique challenges of the Global South—uneven digital infrastructure, technological dependency, and the risk of data colonialism—demand regulatory imagination and urgency. We must harness cross-sector dialogue and South-South cooperation to bridge the AI innovation and policy gap, fostering inclusive ecosystems that empower, not displace. Let this Dialogue be the catalyst. Together, we advance toward equitable, context-sensitive, and future-ready governance of AI. I warmly invite policymakers, technologists, legal experts, and civil society leaders to join hands in shaping an AI future where justice, sovereignty, and human dignity lead the way. https://t.ly/gAO9G #GlobalSouthAI #DigitalSovereignty #AIJustice #AILaw #TechGovernance #InclusiveInnovation #AIforAll #Dialogue2025 #PavanDuggal

🇪🇺 EU Anchors Rights in AI Innovation: Tallinn Workshop Sets the Standard At the EU Innovation Hub for Internal Security’s AI Cluster workshop in Tallinn, the European Union Agency for Fundamental Rights (FRA) presented its Fundamental Rights Impact Assessment framework, a key tool for aligning AI innovation with the EU AI Act. The session highlighted how rights, security, and innovation must evolve together, particularly as AI tools expand in policing, surveillance, and decision-making. 🔎 Innovative EcoSystems POV: 🔎 Embedding rights-by-design into AI ecosystems is not a compliance exercise, it’s a competitiveness strategy. Trust, transparency, and accountability are now baseline features for global market adoption. 🔎 Governance innovation is as critical as technological innovation; frameworks like FRA’s show how policy and tech co-create resilient ecosystems. 🔎 The EU is shaping global norms: impact assessments, “right to explanation” provisions, and rights-based safeguards will likely ripple outward into international AI governance. 🔎 The Tallinn workshop illustrates how innovation hubs are evolving into policy-tech sandboxes, aligning regulators, law enforcement, and ecosystem actors. 💡 Actionable Recommendations: 💡 For Policymakers & Governments: Adopt FRA-style rights frameworks as standard practice in AI cluster development to ensure compliance, trust, and export-ready innovation. 💡 For Ecosystem Builders: Integrate rights assessments into incubator/accelerator programs, preparing startups for global regulatory environments. 💡 For Investors & Corporates: View rights-compliant AI as de-risked capital, better positioned for scaling into EU and OECD markets. 💡 For Startups & Researchers: Treat rights frameworks not as hurdles, but as market entry accelerators that differentiate trustworthy AI solutions. 🤙 Read the full article here: https://lnkd.in/ghAinzuh 💬 Question for the Community: As AI ecosystems grow globally, how can rights frameworks become a competitive advantage, ensuring that innovation hubs balance speed with societal trust? #InnovativeEcoSystems #AI #EUAIAct #InnovationGovernance #RightsByDesign

💻 #AI Risk and Impact Assessment Methodology Successfully Piloted with Businesses in #Ukraine To support the implementation of the world’s 1st treaty on artificial intelligence — the Council of Europe’s Framework Convention on AI, Human Rights, Democracy and the Rule of Law — the Committee on Artificial Intelligence (CAI) adopted the #HUDERIAmethodology. Both public and private actors can use it to identify and address risks and impacts to human rights, democracy and the rule of law throughout the lifecycle of AI systems. Between September and February 2025, the Ministry of Digital Transformation of Ukraine piloted the #HUDERIAmethodology with six #AI companies working on technologies including: 👉 emotional AI, 👉 assistive tools, 👉 career planning, 👉 fitness apps, 👉 medical automation, and 👉 open-source data analytics. The pilot aimed to bring the #HUDERIAmethodology into real-world use by: 🤝 Raising awareness among Ukrainian AI companies about what responsible AI means in practice; 🤝 Testing how the methodology works in everyday business settings; 🤝 Gathering hands-on feedback to help tailor the tool to national needs and support its future application in Ukraine. The pilot showed that the #HUDERIAmethodology helps companies not only spot potential risks, but also think through how to prevent and mitigate them. The Ministry of Digital Transformation of Ukraine emphasised the added value for companies that engage with human rights and ethical AI design: “Startups that care about the ethics of their products gain the trust of partners, investors, and users. They also have a better chance of entering international markets.” Participating companies also expressed strong interest in regular access to workshops, templates, and practical guides, and showed readiness to use the #HUDERIAmethodology. Following the successful pilot, Ukraine has been integrating #HUDERIA expertise into its #Sandbox to help private startups and #AIGovTech solutions for the public sector to apply AI ethical frameworks and develop ethical AI systems in line with the Convention. 🥇 Be the first to know: 🔗 https://lnkd.in/gB_AxiuE Sofia Klymchuk Alan Turing institute of Technology Ministry of Digital Transformation of Ukraine Albina Ovcearenco Daniel Pap Vadim Pak

This is one of those documents many might skip—because it forces us to confront an uncomfortable truth: the risks of AI in the global arms race ⚠️🤖 ⏳ Addressing these challenges won’t happen overnight. It requires a well-structured, multi-level roadmap — spanning multilateral, regional, and national levels 🌍📊 One promising approach: a UN-led institutional platform for ongoing dialogue on how military AI affects international peace and security 🕊️💡 Such a platform could: 📜 Build on frameworks like UNESCO’s AI ethics recommendations and the Global Digital Compact ⚖️ Translate guidelines into voluntary norms for responsible military AI use 🏛️ Lay the groundwork for binding international agreements over time It’s not just about policy. The platform could also provide: ✅ Confidence-building measures 🌐 Global capacity-building 🔍 Transparency and predictability All are critical to prevent misuse and escalation 🚨 🌏 Ignoring these risks today could lead to consequences that may soon be beyond control ⚡ #AI #MilitaryAI #GlobalSecurity #ResponsibleAI #EthicalAI #UN #Policy #InternationalRelations Follow: Woongsik Dr. Su, MBA
