There are free alternatives like Neocities that give you 1GB of space to work with. Unless you're posting your entire gallery there, it should be fine as a small portfolio website or a handy links page.
That’s true. I always felt like people look down on you when You u do the neocities route. Especially if you’re trying to show ur portfolio

ive put a good deal of thought to this before. It all kinda came together like clockwork in the end which is a bit weird. But as a kid I was bullied endlessly (I was short and eventually skipped 3rd grade which made it even worse) but I realized I was good at art and I just became fixated on using that as my out and it worked out in the end.

Giving some inspiration or to quickly increase your review count, there would also be a gambling element when it would come to review bans, if you get too many nonsensical reviews that are not helpful.
People like gambling and people like high numbers, but if they want less risk of getting a review ban, they would edit their review to make slightly more sense. That way, creators can still get feedback and people who are obsessed with stats can increase their stats.

I haven't verified this, but I'm pretty sure that if you create a Sound instance and play a loop in the background and then run some very heavy code/rendering, then it will still play the sound smoothly - but that is probably because there's no changes that need to be made to it (but if you were to pause it, it wouldn't pause on time) and it would only really degrade when the entire computer grinds to a halt.
There is also a weird quirk in Adobe AIR where AIR native extensions can technically "wait" on a decision from the user, but still run the application in the background. It's black magic to me - I have the AIR MessageBox extension that someone else made, and I display a Yes/No/Cancel prompt, but I can still continue using the AIR application in the background even though a true single threaded implementation would require the app to freeze completely until I clicked on Yes, No or Cancel. I don't even know how that works since I have not made any specific multi-threaded changes, but anyone who's still interested in AIR can probably try it out for themselves...
...anyways, since you were asking about Flash 8, I guess the analogy would be that the car moves a tiny bit in one frame, and then some other processing happens (e.g. other cars move a bit, for traffic simulation), and then the next frame comes up, and the process repeats. If it takes too long for traffic to move, then the frame rate goes down.
I remember back in the day, one trick to preloading an animation was to cram all the symbols into the first frame with a layer of fill covering up everything

My only concern with flash 8, is resources. There could be possibly several hundred raindrops active, which will put some kind of tax on the program. So optimization is a concern with how many objects/instances will be moving and recalculated at once.
A couple of ways you can cut down on excess calculations is to use a raster image for the rain lines instead of a vector with a gradient. And once you have the falling tweens working, convert the animations to single keyframes. You could even consider just animating them on 2s where you tween it at 2x speed, convert to keyframes, then just make each keyframe 2 frames long.
You probably won't need 100s of drops going, just a few dozen, and the calculations going on should largely be on your reset frame. With the variation in drop speeds and using that timeout when resetting, you'll also avoid every clip doing those calculations in the same tick.
You'll really just have to experiment a bit and see what kind of load you end up with, and play around with what the lowest number of drop effects you can use, while still looking good.
The way I did it once was to create a png of lines with fade outs and made about 4 sheets of them in photoshop and on a movie clip I just jumbled them up amongst 8 frames. I added rando clips of water splashing on the floor for effect. But this assumes you just want a chaotic downpour. Not necessarily a studio ghibli Oscar winning rain.

I think turning off the wall art would be good. I think the left rail could exist when room is available(vertical art) and drop below on horizontal art. I don’t think it’s so important that it needs to be left rail at all costs. Could also maybe keep the wall art but apply a blend mode or something so that it’s maybe washed out and monochrome. I think it’s distracting to be reading a comic and see bf dumb face looking at me from the corner.

Kind of have the same thoughts as jthrash. It's a bit heartbreaking seeing animators and directors of some awesome shows in the past, now looking for any sort of work. I can't help but feel like the american animation industry doesnt really understand the talent that it has around it.
