Again, I'm not sure what the problem is... if you have been unscouted then the message you're seeing is correct. You haven't been scouted.
I'm able to scout other users, but I can't scout you - which suggests you may have been unscouted by a mod and this means a mod will need to scout you in future, not just any other user.
You can check for yourself by going to any unscouted artists' page and seeing if you can scout them, it's easier and faster for you to do yourself.

I just want to add, newgrounds wasn't always under the radar of music companies. A ton of games around 2010 and earlier used licensed music. They're always at risk for being deleted at any given time, but they're indirectly grandfathered in so to speak. Plus if they're really unknown, that lessens the possibility of being deleted.
Youtube was the same at one point in time, you could use anything in your videos without fear - it was glorious. Naturally the law became involved and installed a no fun allowed sign around the same time in 2010ish.

I guess maybe Fallout New Vegas, Metal Gear Solid or Elden Ring (grew on me a lot since launch). I have difficulty picking just ONE cause they all have their strong suits. There are like 5 others I could have just as easily put instead.
I haven't seen season 1 or 2, tbh I haven't had much faith in the franchise since F4 released - honestly wish they would focus on putting a good game out than wasting resources on a show (even though it will naturally have a larger audience for Bethesda/Microsoft's shareholders, which is what they really care about).
As for the Fallout DUST aspect, I played DUST on release and it turned out pretty good as time went on - but I never truly saw it as a potential canon story, just a fun WHAT IF scenario.
