AND TRUSTS

Traffic signal retiming to take place

at Toronto intersections

More than 1,000 of Toronto's traffic signals will be retimed for traffic
signal co-ordination over the next
three years along some of the city's
busiest corridors. The intention is to
help improve traffic flow.
This year, the City of Toronto plans
to retime approximately 270 signals
along Kingston Road, Weston Road,
Keele Street, Parkside Drive and
Lawrence Avenue East and Lawrence Avenue West. More signals
will be retimed in future years.

the goal of developing a comprehensive risk assessment framework and
undertaking a formal assessment of
these risks domestically;

Implementing amendments to
the Proceeds of Crime (Money Laundering) and Terrorist Financing Reg-

Some of us flee from dangers
and misfortunes. Some others just face
it. Some of us stand aloof in the face of
injustice. Some simply cannot afford to
do that, so they toil day and night to right
things. Some of us keep complaining
about problems as if they would run
way through our anger. But few battle
the problems head to head and, they
know, only then the problems run away.
In the making of this battle heroes are
born and raised. Then we adore them.
We salute them. Because they overcame
the seemingly impossible, they inspire
us and we call them our heroes. They are
our great teachers because they instruct
us in the school of hope and faith. Such
are my two heroes Abebch and Tibebe
for whom I sing the traditional song:
Sink saynorewyeand ken erat
Tsomadrogedayyeageruntelat
(I wish I could translate it in English as
beautiful as it is in Amharic. Literally, it
means heroes fight/kill the enemies of
their country though they be starved
and have nothing to eat for dinner.)
In the case of my two heroes the
enemies are HIV/AIDS and economic
deprivations. These enemies have left so
many children orphaned and helpless.
These enemies have made many mothers
bed ridden and rendered them voiceless.
The two heroes had the courage and the
patience to fight these enemies. Against
all the odds, bit by bit, they are winning
these enemies and are putting them in
the graves. Alas, some of us were not
at their sides to supply them with the
bullets. But we celebrate their victory
and give them a place in our heart as our
heroes.
Such is the story of Abebech Gobena
and TibebeMako. They did almost the
same thing and are both my heroes.
The difference is that the later claims to
be inspired by the former. May be not
only that, Tibebe says she is relatively
educated and started the battle with
thel ittle money she had at the time.
Abebech did not have much formal
education and she did not have the rich
of this world. But, I say, they were/are
similar in having a heart and a mind of
a prophet. They knew the end from the
beginning. That is why they persevered
and succeeded in raising big institutions
that support the children and mothers of
Ethiopia. That is why they succeeded in
enlisting the best staff and rallying the
support of many volunteers. We know of
people who have got good education in
planning, good money to do whatever
they want. But they did not have enough
vision and courage to plan and build the
type of institutions these two women

built. These women, amazingly, had the
gut to start something without plan and
money. They capitalized on their natural
intuitive power that told them if you try
to build with sacrifice the universe lies
flat for you. For the religious it is what
we say if you take the first step God will
take the other ten steps.
Not only this, these women truly
understood what women are naturally
blessed with: loving and caring. Like
all mothers they know how to love
and serve unconditionally. The quality
that made them hero is, unlike other
mothers, they extended the love and
service to all those children and women
who earnestly needed them. In doing
so they put a face on the term selfless.
For sure, they were tested time and
again and they proved resistant. When
some of us were overwhelmed by the
numerous problems, when we were
overcome by grief due to what happened
on us and others - we fled the scene.
Albeit, these women chose to stay. These
women chose to fight. That is what
unconditional love makes out of you, it
makes you a hero.
It is a silent and a loud fight. Silent in that
they did not scream on the government
or the colonialists as the problem
creator. They did not curse their fate
for being an Ethiopian, for being born
amidst the chaos and the darkness. They
might have been stunned by the social
crisis their country has found itself.
But they knew they can only play their
part in taking one step at a time. As a
result, they took the first step and now
they are reaching thousands of bereaved
children. Loud in that their action spoke
well. The impact of their action is visible.
Their silent years of effort yielded fruits
and, let alone us, the world knows it.
The rest is up to us. They have lighted
the darkness. They have led the way. The
challenge is for us. Shall we carry the
banner they raised and share in their
heroism or continue to pass our days
in slumber? Shall we insist in blaming
everyone but ourselves for all the
misfortunes of our country or just arise
and join the battle in defeating the same
misfortunes? It is now up to us to support
them in any way we can so that the flame
of unconditional love continues to burn.
Give them twenty dollar, sponsor a
child, join fundraising dinner it does
not matter. What matters is we have
joined the battle to erase poverty and
injustice from the face of Ethiopia. It is
not going to pay back immediately (as
we demand answer through political
protest). I assure you, slowly but surely,
it pays back in ten or twenty years if we
can only share the vision from my two
heroes.

Reflects On Africa's Past And Future

The diplomacy of knowledge also requires us
to take action across borders.
While such diplomacy operates on many
geographic levels -- local, regional and
national -- it's particularly potent when we
cross international borders and cultivate
interactions among teachers, researchers,
students and schools in different countries.
In Ghana, you visited BasicNeeds Ghana,
where you witnessed how Canadian funds
are having an impact. Why do you think such
institutions are still great investments for
Canada and Canadians?

Johnston recently made a historic trip to
Africa at the request of the Prime Minister.
His travel included Ghana, Botswana and
South Africa.
In announcing the historic trip of Canada's
Governor General, Prime Minister Stephen
Harper noted how "Canada has unique
relations with all the African countries being
visited by the Governor General, including
strong commercial and educational ties
with Ghana, significant mutual investment
with Botswana, and strong education and
commercial ties with South Africa."
The Governor General looks back to his
historic trip, reflects on the vast opportunity
that exists for Canada and Canadians to
make an impact in the continent and finally
reflects on his visit to a museum dedicated
to the history of apartheid and a noted
famous (honorary) Canadian citizen, Nelson
Mandela.
At the request of the Prime Minister, you
undertook an extensive historic state visit
to Ghana, Botswana and South Africa.
What were some of the highlights and what
surprised you most about the continent.
I must say I was very much looking forward
to returning to Ghana and South Africa, two
countries that I visited some 20 years ago
when I was Principal and Vice-Chancellor
of McGill University. I was most impressed
by both countries' tremendous progress
which I think is due to their openness and
commitment in establishing good governance
and democracy.
It was my first time visiting Botswana. I was
enchanted by the beauty of the country and
the warmth of its people.
In Ghana, you paid homage to Africa's giant
- the late Dr. Kwame Nkrumah and his late
wife. Why was it important to pay tribute to
the former President.
Sharon and I paid homage to the late Dr.
Kwame Nkrumah, former president of the
Republic of Ghana, who oversaw the nation's
independence from British colonial rule on
March 6, 1957, and became the first president
of the country. It was an honour for both of
us to lay wreaths on behalf of the people of
Canada on the tombs of this great leader and
his wife, Fathia Nkrumah.
In the countries you visited, you highlighted
the need to strengthen bilateral relations
between Canada and them. What are
some of the relations you would like to see
strengthened?
I believe we need to focus even more
on the globalization of education and
innovation through the concept that I call
the "Diplomacy of Knowledge." The sharing
of ideas and expertise is key to reinforcing
existing
partnerships
and
assessing
opportunities to create new ones for greater

improving the lives of so many Africans living
with the daily challenges of mental illness.
Botswana is a country where Canadian
companies have a powerful role in business
and charity. While there, you highlighted
how the adult population in the country is
25 % HIV affected. What role do you see for
Canada and Canadians in helping lower the
HIV epidemic in the country?
Once again my wife visited the Tebelopele
HIV Testing and Counselling Centre. She
was blown away by the professionalism
and the sensitive counselling offered by the
youth at the clinic. Her visit allowed her to
witness how Canada's support towards HIV
clinics can make a difference in eliminating
this infectious disease. She also did the HIV
test and mentioned to local media how easy,
quick and harmless the experience was.

How does acupuncture work?

Acupuncture is the stimulation of specific

points located near or on the surface of the
skin which have the ability to alter various
biochemical and physiological conditions in
order to achieve the desired effect.
The basic foundation for Oriental medicine
is that there is a life energy flowing through
the body which is termed Qi (pronounced
chee). This energy flows through the body
on channels known as meridians that connect all of our major organs. According to
Chinese medical theory, illness arises when
the cyclical flow of Qi in the meridians becomes unbalanced or is blocked.
Acupuncture points are areas of designated electrical sensitivity. Inserting needles at
these points stimulates various sensory receptors that, in turn, stimulate nerves that
transmit impulses to the hypothalamic-pituitary system at the base of the brain.
The hypothalamus-pituitary glands are responsible for releasing neurotransmitters

and endorphins, the body's natural pain-killing hormones. It is estimated that endorphins
are 200 times more potent than morphine.
Endorphins also play a big role in the functioning of the hormonal system. This is why
acupuncture works well for back pain and arthritis and also for P.M.S. and infertility.
The substances released as a result of acupuncture not only relax the whole body, they
regulate serotonin in the brain which plays a
role in human and animal disposition. This
is why depression is often treated with acupuncture.
Some of the physiological effects observed
throughout the body include increased circulation, decreased inflammation, relief from
pain, relief of muscle spasms and increased
T-cell count which stimulates the immune
system.

my visits to Ghana, Botswana and South
Africa, I was accompanied by a Canadian
delegation that helped reinforce peopleto-people linkages with their counterparts.
These encounters play an important role in
reinforcing Canada's continued engagement
in Africa.
In South Africa, you addressed a university
crowd on Canada-South African relations.
What were some of the highlights of the
speech?
I felt it was important to focus on the
diplomacy of Knowledge and the sharing
of expertise. I also touched on the great
collaboration between our two countries.
Canadians and South Africans are partners
in new and exciting initiatives in research,
education, mining, aerospace, agriculture,
food services, transportation and energy.
Another example of our collaboration
involves a number of South African postsecondary institutions, including the
University of Cape Town, the University of
the Western Cape, Stellenbosch University
and the University of Witwatersrand.
You were a noted academia before your
appointment as Governor General. What role
should Canada play in the establishments of
educational opportunities in South Africa?
We need to focus on life-long learning and
education in order to achieve innovation.
Education is the wheel that leads us to
success, the achievements of our goals and the

development of new partnerships. Another

great example of Canada-South Africa
collaboration is our work in establishing
and nurturing the African Institute for
Mathematical Sciences and the Next Einstein
Initiative.
This idea came from physicist Neil Turok,
a South African who now heads up the
Perimeter Institute for Theoretical Physics in
Canada. The institute he set up with support
from the Canadian Government and others
in Cape Town is truly innovative. The aim is
to help build a critical mass of scientific and
technical talent on this continent, and I am
delighted to see the idea catching on in other
African countries.
You also had a chance to visit the Apartheid
Museum. What was the experience like?
I was privileged to have the Curator of
the Museum explain key moments in the
history of the apartheid and deepened my
understanding of South Africa and its people.
Leaders such as Nelson Mandela, who is
an honorary citizen of our country and
an Honorary Companion of the Order of
Canada, was central to every stage of South
Africa's epic struggle against apartheid.
This is from formulating a new approach
in the 1940s and leading the mass struggles
of the 1950s to the formation of Umkhonto
we Siswe in the early 1960s and his 27-year
imprisonment. The wisdom, courage and
conviction of this great leader is remarkable
and is an inspiration to us all.

Since 2006, the Government of Canada has
put forward a number of measures to better
protect children, including:
putting in place the Safe Streets and
Communities Act, which increased
penalties for sexual offences against
children and created two new offences
aimed at conduct that could facilitate
or enable the commission of a sexual
offence against a child; strengthening the
sex offender registry; increasing the age
of protection from 14 to 16 years old;
eliminating house arrest for criminals
who commit serious and violent offences
including for all child sexual offences;
putting in place legislation to make the
reporting of child pornography by Internet
service providers mandatory; and,
strengthening
the
sentencing
and
monitoring of dangerous offenders.
On February 4, 2013, the Government
announced its intention to bring forward
legislation to further toughen penalties
for child sexual offences and to better
address the risks posed by known child
sex offenders. The Governments Plan
for Safe Streets and Communities is one
of four priorities identified by the Prime
Minister. This plan focuses on holding
violent criminals accountable, enhancing
the rights of victims, and increasing the
efficiency of our justice system.
