enoughtokillthestrongest,eitherbysecretdesignorbybindingwithothersthat
areinthesamedangerwithhimself.

Fromthisequalityofabilityarisethequalityofhopeintheattainingofourends.
Andtherefore,ifanytwomendesirethesamethingwhichneverthelessthey
cannotbothenjoy,theybecomeenemies.Ifoneplant,sow,build,orpossess,a
convenientseatothersmayprobablybeexpectedtocomedispossessanddeprive
himnotonlyofthefruitofhislaborbutalsoofhislifeorliberty.

Herebyitismanifestthat,duringthetimemenlivewithoutacommonpowerto
keepthemallinawe,theyareinthatconditionwhichiscalledwar,andsuchawar
asisofeverymanagainsteveryman.
