ZERO TOLERANCE RULE

At no time may parents or coaches act inappropriately at games or practices. Upon the first
occurrence a warning will be given by a board member. Upon the second occurrence the
offender must leave the field until the game or practice is over. If this occurs again within the
season, the board may vote not to allow the offender to return to the field for a period of time.

The following actions may cause a parent to be ejected from a game/practice:


• Yelling negative comments at players. Yell all of the positive comments that you want, but it
does not help anyone to cut down a young athlete trying his best to perform.
• Interfering with coaching. Directing a football team during a game is a hectic task. Please
avoid an urge to interfere with any of the coaching activities.
• Yelling at officials.

The following announcement will be made at the beginning of all home games:
Barre Youth Football has a zero tolerance rule for inappropriate actions. If someone is
asked to leave the premises the game will stop until that person leaves. Inappropriate
actions include but are not limited to: yelling negative comments to players, coaches or
officials, or interfering with coaching. Please enjoy the game.

BOARD OF DIRECTORS
The Board meets monthly throughout the year. The Barre Youth Football Program By-Laws can
be found on [Link] or ask for a copy.

The board works to assure this program stays in-line with the BYSA Board and the NVYFL
Board rules and policies. The BYSA Football Board Chair attends the monthly BYSA Board
meeting, and the NVYFL Board meetings with coaches.

This Board and all volunteers are the future of this program. Parents/Guardians are encouraged
to take an active role, during AND off season.

COMPLAINT PROCEDURE
Under no circumstances should players view, or overhear adults quarreling over BYSA
Youth Football issues. The following is the complaint process.
1. PARENT REPRESENTATIVE: Report concern to their parent representative for grade
level.
a. The Parent Representative will be presented to the parents at each parent
meeting and their contact information will be in each newsletter. The Parent
Representatives are the contact between the parents and the coaches,
coordinators, board, etc.
2. HEAD COACH: If satisfaction is not reached, the parent may then speak with the head
coach (OFF OF THE FIELD ONLY)
3. BOARD OF DIRECTORS: If satisfaction is not reached, the parent may then speak with
the Board of Directors
4. BYSA BOARD OF DIRECTORS: If satisfactions is not reached, the parent may then
speak with the BYSA Board of Directors.

ATTENDANCE
1. Players should arrive 10 minutes prior to practice to put on their equipment and be lined up
and ready to begin warm-ups at practice time.
2. Players should arrive 1 hour prior to a game to warm up and get ready with the team.
3. Players should be pickup up on time after practices. Head coaches are required to stay with
or delegate a coach to stay with players until their parents arrive. Three late pick-ups by a
parent without prior discussion with a coach will warrant the loss of the equipment
deposit.
4. Players will be reminded of their responsibilities for the next practice or game. If a player
cannot attend a practice due to illness, or other reason, the player MUST contact their Head
Coach. The phone numbers of the head coaches are listed on the website
([Link]) and in each week’s newsletter. It is essential that coaches know
prior to practices/games that a player will be absent. It may change the practice plan. If a
players does not contact his/her coach he may be required given a punishment (laps,
push-ups, etc.) by the coach upon their return.

TEAM SIZE
No team shall be larger than 40 players. However, coaches may decided to break teams into
JV and Varsity if there are less than 40 players.

PLAYING TIME
All players at all levels are guaranteed at least 6 plays. Each team will track to be sure that each
player meets the minimum UNLESS the player has not attended practice or is under
punishment from the coach. After the 6 play minimum relative playing time will depend upon the
attitude and performance of the player in both practice and game situations. If a player does not
get his 6 plays s/he will start the next game and will play at least 12 plays in the second game.

5th QUARTER
Many teams in the league choose to play a 5th quarter. Barre will not play 5th quarters. The
coaches and parents feel it is demeaning to the players. All players deserve to get field time
during a game.

ON THE FIELD
Due to the fact are fields property lent by schools we must follow these rules at all times out
respect for the schools:
1. There is absolutely NO SMOKING while on school grounds!
2. No pets.
3. No drugs.
4. No alcoholic beverages
5. Only players, coaches, and authorized persons may be on the playing and/or practice field
at any time. Parents may watch from the sidelines
6. All parents must remain 15 feet from the sidelines during games (due to the league field
liability insurance coverage)

EQUIPMENT
Players are issued a full set of equipment at the beginning of the season in exchange for a $25
deposit. If the equipment is returned dirty or damaged the parents will be receive their deposit.
Also if the equipment is irreparable, the parent must pay for replacement equipment.
CONFIDENTIALITY
Player may communicate with coaches about any problems they are having with football or with
school work Coaches need to understand their emotional state because it will affect how they
will play, and in some cases the safety of the players. Confidentiality is assumed between
coaches and their players unless the safety of the player may be in jeopardy.

INCLEMENT WEATHER
All practices will take place at the Barre City Elementary School fields. We will have practice in
the rain. In the event of lightning during practice, we are required to clear the field for 20
minutes. During this 20-minute period we will take shelter in the school. If there is
thunder/lightning twice within a 20 minute period the coaches will cancel practice. The players
and coaches will remain in the school until everyone is picked up. Please remain aware of the
weather and arrive at the practice field early when situation such as this are apparent.

PRACTICES
Practices will be every night for the first two weeks. Following the second week of practice the
coaches will announce the practice schedule for each level. The practice schedules will also be
noted in the weekly newsletters.

INJURIES
The BYSA Youth Football Program will follow the NVYFL protocol for injured players during
games and at practices.
ƒ Players are instructed to stay down on the field if they are injured. They should not attempt
to get off the field of play on their own.
ƒ Two coaches should go out to the injured player.
ƒ Coaches will do a preliminary evaluation of the injured player. Using conservative judgment,
the EMT will be called out to the field if necessary. If any bone/joint injury is suspected.
ƒ Once the EMT takes over, coaches and parents are required to follow his/her instructions.
The EMT will determine if an ambulance is needed. If it is not, the player will be assisted off
the field and treated. The EMT as to whether or not the player may go back into the game
will make recommendations. At no time will a parent be allowed to overrule the EMT!
The EMT will also advise parents as to whether or not private medical treatment will be
needed. If this protocol is not followed, it can put the BYSA Youth Football Program in a
liable situation.
ƒ Once the EMT comes onto the field, parents/guardians may also come onto the field; they
must stand back, however, to all the EMT to work. The coach(s) will also step back and
stand with the parent(s).
ƒ Any minor injury that occurs in practice, or a game, should be treated by one of the coaches.
(Designate which coach this will be prior to games/practices. It would make sense to have
this coach also responsible for equipment repair.) Parents should not assume this role. This
way the coach is aware of the seriousness of the injury, or the condition of the equipment.

ACCOUNTING
1. All cash received will be deposited within 72 hours of receipt.
2. All money received should be counted by the coordinator and the treasurer, the deposit
slip should be completed and signed by both agreeing to the amount. The coordinator is
responsible to submit a notice to the treasurer with each deposit of who has or has not
paid for their program (raffles, registration, silent auction, ect.)
3. Nothing shall be paid with the concession cash except emergency items needed to run
the concession stand.
4. Children (under 14) and players are prohibited from handling money or selling items.
These tasks are the sole responsibility of the adult volunteers working the concession
stand.
5. At the end of the concession the money in the cash box should be included in the
deposit.
6. All BYSA accounting procedures below MUST be followed.

Barre Youth Sports Association Bookkeeping Procedures

DEPOSITS
To ensure the proper financial controls as a 501(c)(3) tax-exempt corporation, it is necessary that all
deposits be made into one central account (the General Account) rather than the checking accounts for
each sport. Though deposited into the General Account, your sport will be credited for the full amount
deposited. Moving money into your individual sports accounts should only be done as needed to cover
your expenses. To do so you will have to contact the board chair or board secretary, who are signatories
to the checking accounts for all sports.

When preparing deposits it is important that you write on the deposit ticket the sport it is for and the
source of the money, (ie. registrations, fundraising, concession). This will allow the BYSA bookkeeper to
ensure that deposits are credited to the right sport and to the right general ledger account. It is critical that
any money that is received is deposited in a timely fashion, particularly cash. All monies must be
deposited within 3 business days.

PURCHASING AND PAYABLES


When ordering products or services, please make sure that the vendor you are using knows which sport it
is for (ie. BYSA Football or BYSA Basketball) and that the invoice should be sent to:

Invoices, along with other mail, will be picked up regularly by a BYSA officer and put in the respective
sport mail slot at Central Market on Summer Street. Please be sure to check your mail slot regularly,
particularly during your season.

The following are important to remember:


• Whenever possible, be sure that someone other than you has initialed the invoice attesting to the fact
that the product or service has been received in the quantity and condition requested before the
invoice is paid.
• Be sure that all checks have a memo regarding what was purchased (not just an invoice number)
which allows for the proper recording of the expense into the general ledger
• DO NOT DISCARD THE INVOICE! BYSA must keep a copy of the invoice for no less than seven
years.

CONCESSIONS
When setting up a concession the Board understands that it is necessary to have start up money. The best
way to get the necessary cash is to make a check out to "Cash" and bring it to Northfield Savings Bank.
Do not write a check out to an individual for the purpose of getting cash. If you pay cash out of the
concession money for things like concession supplies or referees it needs to be recorded in your books
and all receipts for money paid out of the concession money must be kept. The deposit ticket from
concession sales should include total revenue and any expenses that were paid out so that the proper
revenue and expenses are recorded (the actual deposit ticket will show the net deposit).

GENERAL
All sports must email or fax their bookkeeping entries to the BYSA bookkeeper at the end of each month
so that all accounts can be reconciled.
