A.
Barangay Agusan Pequeo Overview
I. Physical, Demographical and Fiscal Background
Agusan Pequeo is a Barangay of the Republic of the
Philippines, situated more than 2 Kilometers from the highly
urbanized city of Butuan, under the province of Agusan del Norte,
Caraga Region. It has a land area of 224.900 hectares, classified as
a Rural Lowland area and has an Internal Revenue Allotment (IRA) of
Php 2,415,639. Total Population as of the end of 2013 is 4,732, with
almost 2,330 females (49.24%) and 2,402 males (50.76%). No. of
Families stand at 1,095 and No. of Households is 1,015. Its current
Brgy. Captain is Larry T. Abuzo.
II. Historical Background
Barangay Pequeo was once called Barrio Mantange, and was
considered the oldest Barangay in Butuan City. It was formerly
composed of several sittios such as Bading, Langihan, Lilo-an, Baong, Gaong-gaong, Mambanisil and Pagatpatan and used to cover a
staggering 1,059.663 hectares of land. On its east was the Agusan
River, south by Brgy Poyohon, north by Sagpod, Lumbocan and on
the west was Langihan Creek and Mantange Creek. North of this
creek faced Barangay Baug, now known as Municipality of
Magallanes.
Barangay Pequeo former name Mantange was originally
taken from the tribal chief Tange who was widely respected and
admired by the inhabitants of this barrio. He was called Mano
Tange and further on evolved to Mantange.
Barrio Mantange was thinly populated and only farming and
wine making, popularly known as Lacsoy to Butuanons, were the
means of livelihood for the people. Some were part-time Fishermen,
and few grew vegetables as they found it very difficult to buy staple
products from the neighboring markets due to poor means of
transportation.
In the year 1936, after the position of Cabeza de Barangay
was changed to Teniente Del Barrio, and Gregorio Sumili Buyan was
appointed by the Municipal Mayor of Butuan as the first Teniente Del
Barrio, the name Mantange was changed to Agusan Pequeo.
The cession or separation of some areas of Barangay Pequeo
started in the early part of the Quirino Administration. In the
southern portion, around 568.8787 hectares were shared to
Barangay Bading, a former sittio. Years later, another 265.8242
hectares was shared to Barangay Pagatpatan, again a former sittio
this time in the northern portion. What was left then to Barangay
Pequeo was a mere 224.9600 hectares of land.

I. Statement of the Problem
The absence of livelihood projects in Barangay Agusan Pequeo.
II. Objectives
a. To be able to gather data on particular livelihood projects that
are well suited for the Barangays constituents based on their
opinions and the products that they offer.
b. To be able to recommend a particular livelihood project and
steps to achieve it in coordination with the Department of
Labor and Employment.
c. To be able to empower the Barangays constituents to
continue to set-up more livelihood projects through creating a
rural workers association which will also serve as a voice of
the Barangays citizens.

IV. Evaluation and Analysis of the Cases
a. Option 1- Field Study/ Data Gathering of the place and
situation
Based on the gathered data we have determined what
action the people really desire to undertake. Among these are
various businesses, something that requires several employees
and produces additional income for the Barangay.
Figure 1. The Distribution of the respondents according to their Livelihood
Project Recommendations for Barangay Pequeo.
All these have been gathered from a diverse number of
constituents, ranging from different ages, and civil statuses.
Among the interviewed, 11 were Female, and 19 were Male. 18
were single and 12 were married. Ages are as follows: 20-below:
12, 21-30: 9, 31-40: 3, 41-50: 5, and 50-above: 1.
Additional efforts have also been made to find out the
products that the Barangay offers as determining this data is also
needed in taking into consideration a livelihood project that
showcases these aforementioned products. Below is a chart
constructed from the data gathered on the products that the
Barangay offers.
Figure2. The Distribution of respondents based on the products of their Barangay
they stated.
More than half of the barangays constituents stated that
the primary product produced by the community was Tuba and
Lacsoy, a local alcoholic drink produced from Coconut and Nipa,
respectively. Tilapia fishponds came in at a far second, followed
by both firewood and basket-weaves. Only 1 respondent each
stated the ff. products: Prawn/Lukon, Nipa, Coconut, Piggery and
Pisonet.
b. Option 2- Mediate and hypothesize on possible livelihood
projects to be recommend in the conclusion
Among the various livelihood projects recommended by the
citizens from the survey, we have mediated on these livelihood
projects:
A Garments Shop, or a Printing shop for all kinds of
garments, may it be t-shirts, jerseys and the like. One citizen
suggests it would sell well among basketball players and athletes
who are in need of uniforms for their respective sports.
A nearby Botika or Pharmacy. The lack of one prompts
the citizens to seek elsewhere for their pharmaceutical needs,
which would be inconvenient as the nearest one is in the city and
Brgy. Langihan, which is relatively pretty far away. The MiniGrocery is also a good venture to address the citizens needs,
although we believe a moderate-sized Sari-Sari Store would
suffice.
Some good ventures would also be a Prawn Farm,
Fishpond, Bakery, Piggery, or a Rice Mill.
Product-wise however, another ideal venture for the
barangay would be a Local Product Center that showcases
local products made by the people of the barangay itself, which is
evident in the survey conducted.
c. Option 3- Cooperation with the government and DOLE
Upon inquiry at the local Department of Labor and
Employment we have acquired a form that enables the citizens
to create a rural workers association, or as a matter of fact an
organization of their choosing. This helps legitimize the
organization that the people of Barangay Agusan Pequeo will
create in order to undertake the creation of these livelihood
projects. This organization also enables them to further their
interests and betterment of their constituents in accordance with
the law.
V. Conclusion and Recommendation:
We have therefore concluded the following options to be
taken:
a.
The construction of a garment shop/textile shop or a
printing shop. This is a relatively low cost operation and requires an
adequate number of employees. In this highly digitized era, people
have a need for their design or a design that they like to be
wearable, as evident in numerous clothing lines as well as sports
uniforms. The citizens could offer a relatively lower price than their
big-name competitors to get ahead of them. This is the action that
we highly recommend, and as evident in the data gathered from the
citizens, the livelihood project that they prefer the most.
b.
The aforementioned Prawn Farm, Fishpond, Bakery,
Piggery, or a Rice Mill. These ventures are good choices as the
former 2 highlight the products that the barangay itself has to offer
which are the Lukon or Prawns, and the Tilapia; and the latter 3
accentuate
the
land
and
agricultural
aspects
of
the
barangay(except for the bakery, which is an everyday commodity).
c.
This is not really a proposed outcome but more of a sideproject. An ideal venture for the barangay would be a Local Product
Center that showcases local products made by the people of the
barangay itself. The products displayed would be basket-weaves,
products made from nipa and coconut, and the widely evident Tuba
and Lacsoy. These would help the peoples of the Barangay a little
income on the side, as well as show visitors the culture of the
Barangay.
All of these can help reduce the rate of unemployment and
improve the financial and economic situation in the Barangay.
And all of these can be achieved through cooperation and
hard work of the citizens to uplift their life and living conditions, and
forming an organization and electing officials that will be their voice
and representatives. This, along with willful cooperation from the
rightful authorities involved, especially the local government and
DOLE, will ensure their success in this endeavor.
