An ordinance that will provide for Bike Lane in the City of San
Fernando
Justification
The City of San Fernando is known as the first class component city in
the Philippine province of Pampanga, of which it is the provincial capital. To
many travellers, the City of San Fernando they know us associated with what
they see longthe Gapan-San Fernando-Olongapo Road after exiting the NLEX.
There is much commercial development along the stretch of the highway
between NLEX and McArthur Highway and of course, around the exit itself as
mall giants SM and Robinsons have branches there. The real San Fernando
is located only a few kilometers south from GSO via McArthur and
the poblacion reveals a lot about the heritage or old character of the city and
perhaps its potential for restoration as an example of urban development
during the Spanish times. around the principal roads including McArthur,
Tiomico, Consunji, Gen. Hizon., Abad Santos and Limjoco. Tiomico eventually
becomes the Capitol Blvd. as it leads to the provincial capitol complex while
Consunji becomes Sto. Nino Viejo when traversed westbound. The latter
becomes Lazatin Blvd, which crosses GSO towards the north. Gen. Hizon
appears to be the original alignment of the Manila North Road (McArthur),
which passed through the heart of the city. And According to some research,
many travellers not bound for San Fernando were inconvenienced by the
congestion
The Bike Lane law for the City of San Fernando is one way of reducing
the traffic congestion in the city, it also develop a no to pollution campaign
and also it helps the kababayans there to practice a healthy living like
exercising through bicycles on their way to work, school, etc. It will also
provide, a safe precautions because all of the bicycles will have their own
separate lane, lessening the accidents brought by negligence of some
motorists. This would be a good law, and the researchers believe that it
would be another step for the City of San fernando to progress
Advantages
The Bike lane law would provide, a safeguard for the bikers, no
pollution campaign, healthy kababayans and most especially in reducing the
traffic congestion in the city.
At the present time, the world is experiencing a problem about the
ozone layer which protects the humans and other living beings from the
ultraviolet rays. In the 1970s scientists discovered that certain man-made
chemicals deplete the ozone layer, leading to an increased level of UV
radiation reaching the [Link] to UV radiation carries a number
of serious health risks for humans. It causes not only sunburn but also
greater incidences of skin cancer and eye cataracts. The Bike Lane law, as
stated above, promotes a no to pollution campaign, which would help the
environment to be clean. Bikes do not produce any dangerous chemicals that
would affect the ozone layer, so basically it would help not only The City of
San Fernando in reducing pollution, but also the whole world.
Providing the bikers a separate lanes, would provide safety to the
citizens who are willing to use bikes as their mode of transportation. Having
a separate lanes and promoting the Bike Lane law would definitely reduce
the traffic congestion in the city, for it will encourage the citizens to to use
bikes. And when people in the city start using bikes as their mode of
transportation, it would provide them a healthy exercise. It would also
provide an Economic growth for the city
Disadvantages
In providing the Bike Lane Law for the City of San Fernando has its own
disadvantage; one of these is the budget in order to pursue the project. The
Traffic and Transport Management Plan would have to take some time to research for the project to be successful.
