Introduction
Detailed assessments were done at all 129 signalised intersections in preparation for tender
submission. During this assessment period the focus was to determine which existing field
equipment and cables can be re-used based on the tests and inspections that was done as part of
the assessment.
The installation Methodology adopted was based on the information obtained during these site
investigations.
1.1
Purpose
This document contains information with regards to the selected Traffic signal equipment and the
Installation Methodology that will be adopted during the installation phase.
Method Statement
a. Strict adherence to this method statement is critical to the health and safety of all engaged
in the work. Any deviation must first be authorised by the Supervisor.
b. Planned Task/Activity Description:
o Installation of signals/cabling; and
o Equipment at Existing intersection s
c. Location and Access:
o As indicated in RFP; and
o Access where installed as per Plan.
d. Working Environment & Restrictions:
o All signalised intersections part of the tender scope
e. Protection of others:
o Immediate area at intersection to be cordoned off with cones and safety tape
o Necessary signage to be displayed as specified for construction work in progress
f. Emergency Procedures:
o Site specific evacuation procedure will be developed and deployed as part of the
on site health and Sfatey file
g. Operatives/Competence:
o Trained Technicains and support staff
h. Personal Protective Equipment:
o Safety Harness, High Visibility Vests, Safety Footwear, Hard Hats, Goggles as
specified in Ocupationla Health and Safety Manual.
o Ladders and/or Mobile Elevating Work Platform, Cordless Drill and specialized
Tools.
i. Materials Handling/Storage & Safety Information:
o All material stored in MEWP will either be secured by lanyards or placed in fixed
containers.

1. Contact site representative on arrival and undertake induction;
2. Isolate electrical circuit to signal at circuit protective device, remove and keep fuse
and place warning sign;
3. Transport Ladder/MEWP to location of signal;
4. Cordon off immediate area with cones and safety tape;
5. Enter MEWP, ensuring that safety harness is attached to anchor point and all
equipment is attached to lanyards;
6. Ensure that Ladder/MEWP is level on ground and that outriggers are in place;
7. Carefully manoeuvre Ladder/MEWP to required height;
8. Carefully remove existing cabling from signal, and remove signal from brackets by
undoing fixings and place into fixed containers
9. Install new signal heads to bracket with new fixings and reattach pre-existing wiring;
10. Inspect cable tray for damage or uncoupling and either replace or reconnect cable
tray to the structure;
11. Re-energise circuit and undertake testing in accordance with Wiring Regulations;
12. Return Ladder/MEWP to ground level; and
13. Remove Ladder/MEWP and safety cordon from location of installation .
o Contact Site Representative and issue handover certificate.

27 Core 1.5mm PVC insulated galvanised steel wire armed cables will be installed in continuous
lengths between terminal boxes. Terminations will be neatly finished in a polyurethane connecting
pillar secured by a concrete plinth. There will be one connection pillar on each corner of the
junction. The installation of sunken connecting boxes will be considered taking into consideration
the harsh weather conditions during rainy season.

4.1.2
Earth conductor
An 8mm stainless steel earth wire will be laid with all cables carrying life current. Termination of the
earth wire will be lugged on both ends and be connected to the earth spike at the controller.
4.1.3
Main supply Cable
The contactor will make use of the existing supply at the intersection. The Contractor will ensure no
supply cable will be less than 3 core 6mm.
4.1.4
Signal lamp circuits
19 Core 1.5mm PVC insulated galvanised steel wire armed cables will be installed from the
connection pillars to the terminal block in the signal light pole. Below a diagram showing a typical

Excavations for cable installation
4.2.1
Dimensions of trenches for cables laid in trench
Cables carrying not more than 500 V that are not laid in ducts will have a minimum cover of
600 mm from the finished surface level to the top of the cable.
Cables carrying more than 500 V that are not laid in ducts shall have a minimum cover of
900 mm from the finished surface level to the top of the cable.
The minimum trench width for cables not laid in duct or conduit will not less than 400 mm or
the width of the group of cables laid side by side.

Bedding of cables in trenches
Cables not laid in a duct or conduit shall be laid in trench as follows;
A layer of bedding material (clear soft sand) 100 mm thick will be placed and levelled in the
bottom of the trench.
A Minimum of 300mm of bedding material shall be placed over the cables and carefully
hand compacted.

350mm wide plastic cable marker tape will be installed together with the earth wire, 300mm above
the location of the cable.

At the completion of the installation and prior to the commencement of the commissioning tests,
the contractor will inspect all hardware and verify that the installation has been completed in
accordance with the design specifications:

Prior to the commencement of the commissioning tests, the contractor will verify the functionality of
the Installed Traffic signal hardware and Software.
As a minimum the contractor will confirm the following:

c. Laying and marking of ducts (if included in the Contract)
d. Backfilling of excavations and reinstatement of surfacing
e. Road traffic signs and road markings (if included)

Cabling, wiring, strapping and finishing off

6.5
Commissioning Schedule

The commissioning schedules will be completed in accordance with the defined standards. Where
equipment needs to be retested, the retest results will be recorded. At the completion of the
commissioning tests, the Employer will have one complete set of commissioning schedules
containing all field devices that are free of defects.

Documentation
The contractor will submit a complete set of documentation to the client and project manager for
approval no later than two (2) weeks prior to the planned commissioning date. As a minimum the
documentation will comprise:
a. As-Build drawings;
b. Test plan and test report sheets;
c. Hardware and software manuals;
d. Operator and maintenance manuals; and
e. Programming schedules.
The contractor will obtain written approval of the documentation from the Employer before
commencing the commissioning tests.

Commissioning Time and Date
The Contractor will submit a program to the project manager containing the proposed time
and date for each commissioning test at least two (2) weeks prior to the planned
commissioning date.
The program will contain allowances for defect rectification and remedial works.
The contractor will obtain written approval of the program from the project manager and the
Employer before commencing the commissioning tests.
Minor Defects
As minor defects are identified during the commissioning tests, each defect will be rectified before
proceeding to the next test. The equipment or software that was found to be defective will be
recorded in the commissioning report and rectified. Once rectification is complete, the equipment
will be retested and the results recorded in the commissioning schedules.
