On July 10, 2015 I was the on-duty supervisor of the Central Booking Facility. I was advised of an allegation made by Inmate:
Keller, Benjamin bkg. # 15-26303
W/M DOB 07/07/1976
The inmate stated to another officer that Officer Stanford touched him inappropriately during his intake pat down.
I reviewed the video of his intake pat down and I see no evidence of Inmate Keller being touched inappropriately by Officer
Stanford. Officer Stanford conducted a thorough pat down of Inmate Keller.
I observed in the video that Officer Stanford had to place Inmate Keller's hands on the intake counter twice. It appeared
that Officer Stanford had to lift Inmate Keller's left leg off the ground to check the bottom of his foot. Inmate Keller lifted
the other leg without assistance. Officer Stanford checked the waistline of Inmate Keller's pants. He conducted a pat down
of Inmate Keller's legs and groin area. At no time did he touch the inmate inappropriately.
As a result of Inmate Keller's unwillingness to follow instructions and resistive actions, he was placed on the ground and
secured with restraints to be placed in the Emergency Restraint Chair.

On 06/09/2015 I, Officer R. Stanford #4507, was assigned to the Travis County Central Booking located at 509 West 11th Street,
Austin, Texas, 78701 as a uniformed Travis County Sheriff's Corrections Officer and assigned to Bonding Office. At approximately
1220 a call came over the radio that the Central Booking Intake bench was full so I responded to intake to assist with processing
inmates. While processing and searching an Inmate later identified as
Keller, Benjamin

He began stating that he liked the way I was touching his nuts. He stated, Why don't you do it again? I then stated, "Turn towards
me so I can take your cuffs off." Keller didn't, so I turned him towards me to take his cuffs off. After taking his cuffs off I told him to
take his belt off, and he stated again, So you going to feel up my nuts again I know you like that shit." I then stated, "I have to
search you again after you take you belt off but I'm just doing my job man." I told him to place his hands on the counter and he

refused to do so, so I did it for him. I began to search him again. He then brought his hands back down to his sides and I again
instructed him to place and keep his hands on the counter. He refused, so I placed them on the counter again and when I did, he
bumped me with his right shoulder. I ignored his actions and continued to pat him down. During the search of his leg I asked him to
lift his right leg and he refused so I lifted his leg in order to check the bottom of his foot. His left leg he did on his own. When I was
searching his left leg he dropped his arms again and I told him to leave his hands on the counter, he stated, "I'm trying to fix my
pants." I told him, "After were done you can do that," and placed his hands back on the counter. This time, he more aggressively
bumped me with his right shoulder and tried to shrug my hands off of him. At which time I placed him on the floor and secured his
hands behind his back. Additional officers then placed him in the ERC, and he began stating, He touched my balls, I want that
Motherfuckers name and employee number." I then returned out to intake where I saw his check sitting on the counter so I grabbed
it and placed it in his right pant pocket and then placed his glasses in the window seal of the cell he was being taken to. That is all of
the contact I had with this inmate and returned to my normal duties. EOR
