 In developing countries, various programs have been
prepared –

1. reduce poverty,

 Every policy should be administered efficiently.

 The large allocation of money for the project


implementation and opportunity costs are high.
Scientific disciplines growing and
arose after the Second World War

There are two new patterns after


the Second World War:

1. The winning and the losing.


2. Colonies gained independence.
Development administration

•is related to the role of government through its agencies,


control and manage processes related matters such as
national development, economic growth and social
change.

•Focused on the main areas or sectors of the country such


as transportation, education, industrial, manufacturing,
agriculture, mining and so on.

• It is a multi-disciplinary field and includes areas or


knowledge management.
Development administration

• Emphasizes the need to fulfill the two aims :-

1. Develop institutions involved in the


administration of development

2. Developing and implementing programs


contained in the country's public policy.

•Development Administration is a combination of


two words, namely, administration and development
•Administration refers to the entire process of
implementation of the decisions taken and
implementation is generally done by two
people or to achieve a predetermined goal.

•Development should not be construed as a


business organization and planning changes
are made consciously by a nation, state and
government, in order to modernize the
nation's development.
DEFINITION OF ADMINISTRATION

i. The process or activity of running a business, organization


etc
ii. Administration has certain elements:

•The existence of two people or more.


•Their goals to be achieved.
•Their task to be executed.
•Their equipment

iii. Administration is the process of cooperation between


people.

iv. Exists since the human civilization.


 Thenature, scope and form of administration
vary according to age; according to the society.

 The government's role in development


activities is very important.

 However, public participation is also needed


and is the duty of every member of society.
Definition of Development
Administration

Harry J. Friedman defines as administrative


development consists of two features, namely:

i. Exercise programs designed to bring development

ii. Changes - changes in the administrative system that


adds the ability / capability to undertake various
development programs.
Policy formation involves three stages of
implementation: -

1. Establishment of policies

Depending on the level of production and hierarchical


position of district territory, poor, backward or rich.

The policy plays an important role in the progress of a


region.
2. Program formation

•Administrators will identify areas for


development that meets the policy criteria.
•Failure to identify the location of the area, as
well as the type of investment would affect the
formation of the policy itself.
3. Establishment of project

The project, which is formed should have the


potential to last a long time for the progress of a
region / area / place.

For example, tax incentives will eliminate some of


the traditional activities because of not being able to
clean the industrial field.
 Inayatullah (1970); Restructuring
complex organizations to achieve
action through the public authorities
in the convergence of:

1. Socio-economic objectives
2. National development
Veleso Jose Abueva (1970)

have assumed the administration of


development as development programs
in the economic, social and political,
including program and bureaucracy
management as a tool for national
development.
Administrative development is related
to:

• Social, economic and political.

•Changes in the administration and organization towards


modernization

•Nation building
The idea is very important to consider when one is discussing about
development nor development administration. Things were:

1. Development of the process and it is done without stopping by to


some extent. The level was based on the time period, funding, or
specific results they hope to achieve.
2. Development is realistic effort.

3. Development is growth and changeoriented.

4. Development towards the modernization (way of life, the ability to


dominate the natural environment> decreasing dependence on
others).
