1 DEFINITIONS
In this Document, the following words and expressions shall have the meanings stated:

2 PURPOSE & SCOPE


This Method statement is to define the methods, procedures and activities, which will be
used for Power Block Installation for DEWA PHASE A of PHASE III 800 MW PV SOLAR
POWER PROJECT as per the approved shop drawings to ensure that all works are
executed in a safely manner in accordance with the Health, Safety, Environment
Management System.

4 CONSTRUCTION METHODOLOGY

4.1 Summary
This MS will be outlining the sequences and methods of works intended for the Set & Assembly for
Power Stations.

4.2 Methodology

4.3 Permit, Access, Approval and Site Preparation


a. Obtain necessary permit such as Permit To Work (PTW) from the contractor.
b. Check relevant items like PPE’s, access of working area, equipment to be used etc. to
ensure safety, workability and environmental requirements.
c. Review Specification and drawings. (Approved Drawings / Specification )
d. Ensure that the material’s type, size, area classification etc. conform to the project
specifications and drawings.
e. Ensure that proper materials are available and approved for use.

4.4 Set & Assembly for Power Cable Installations (Set, Laying cables)

4.4.1 General
a) The work area should be inspected for safety prior to start the installation.
b) Obtain relevant work permit from authorities.
c) All relevant approved shop drawings are available at site for the execution of job
d) Ensure all control measures stated in the corresponding risk assessment are adhered to
when carrying out the job.
e) The cables shall be laid in a sequenced manner.
f) After cable pulling is completed and testing has done, inspection to proceed for cable
laying.

4.4.2 Material Handling / Preparation of Cable


a) Route measurement shall be done and identification of drum placement point prior to
material being shifted.
b) Necessary care shall be taken while transporting the cable drum on site.
c) Cable drum shall be transported on the trailer / cable trolley and ensure that the cable
drum stands on the flanges and well strapped during the transport stage.

d) All necessary precaution shall be taken while unpacking the cables drums or removal of
battens to avoid damage on the cable.
e) Rolling the drum shall not be allowed for longer distance and drums must be rolled only
in the direction of arrows marked on the drum.
f) Position the transport vehicle in a suitable area where the crane can easily reach and
access.
g) Place the cable drums as close as possible to the location where the cables to be laid.

4.4.3 Cable Pulling / Laying


a) Prior to laying cables on trays or racks, these will be inspected to ensure the routing.
b) Cable pulling will be carried out according to the cable schedule.
c) Minimum 2 meters of cable has to be coiled for carrying out the termination as per the
respective drawings / cable schedules.
d) Each joint shall be made at an interval according to site requirement as per QCP-
(Jointing, Glanding & Termination of cables) and also refer the jointing kit
manufacturer’s recommendations.
e) Ground shield of cable at terminations, and separable insulated connectors. Ground
metal bodies of terminators, cable and separable insulated-connector fittings, and
hardware

4.4.4 Mounting of termination Kit, Glanding and Termination


Mounting of Termination and Joints Kits

a) Follow manufacturer termination and joint kits instructions.


b) Prior to use the termination kit, check the materials and all accessories against the
materials list provided by the manufacturer inside the box of each termination kit. If any
accessories are missing keep the termination kit separate, informed the engineer to
coordinate the supplier / manufacturer.
c) Do not use any sub materials or modified accessories.

A) Termination
.
a) Prior to termination necessary testing of the cable shall be done.
b) When all testing required was done and accepted by the Contractor/Engineer prepare
the cable for termination.
c) Check and ensure the lug properly crimps and stress free fit to the terminal.
d) Ensure that correct size and type of bolt, torque wrench with valid certificate is available.
e) Clean and degrease the equipment terminal.
f) Carefully fit the cable on the equipment terminal, check and align cable in proper
manner.
g) Insert the bolt and tight carefully, torque the bolt according to manufacturer
recommendation.
h) Provide torque mark after each bolt has been done / torque.
i) Provide contact grease / moisture protection on bolt / terminal (Only if required by
manufacturer or engineering specification).
j) Fix necessary terminal cover/protection.

k) Clean the area as well as internals of panels/termination box/ cubicles/All leftover / cut
piece cables/wires shall be returned to the stores or designated/ disposal area as
instructed by client
l) Connection to SS shall be performed and followed DEWA specification and standards.
m) Regarding FO splicing, all requirements shall be followed (e.g. FOC Splicing area should
be free of dust installing some tend around the work area, etc.)

5 NATURE OF WORK

a) Confined Space - Confined Space Permit shall obtain and copy must be available at site when the
activities is being done under confined space area like cable pit etc. Section 6.2.2.7 Confined space
work of the HSE Management Plan must be observed (and mentioned) and also document DWA-00-
SS-PR-UTE-0027 Confined Spaces.In addition, section 4.1.Work in ditches and manholes from Doc.
DWA-00-HS-PR-EPC-0016 Excavation and Earthworks must observed and mentioned. Only CSE
trained workers are allowed to work in CSE.
b) Work at Height – Work at Height Permit shall be obtained and copy must be available at site. When
the activities to be done above 1.8 meters, flat form or scaffold must be erected.
c) Working During Summer Time – Working direct exposed to sunlight during summer season shall not
be permitted as directed by the labor law. Ensure to provide proper sun shades, drinking water at site.
d) Trenches access – Excavations greater than 1.2 m. in depth shall be provided with stairs, ladders or
ramps. Ladders used as access ways shall extend from the bottom of the excavation to not less than
90 cm above the surface. At least two stairs, ladders or ramps, one on each side of excavation shall
be provided with maximum of 15 meters travel distance to facilitate access and egress of employees
from excavation.
e) Working during the night – in case that some work are going to be performed during the night, them
shall be made under the properly conditions of light and safety.

6 REQUIREMENT OF TEMPORARY WORKS


 Necessary warning signs shall be provided around the working areas.
 Erect / install scaffold when working at height.

 Project Manager:

 Responsible to implementation and proper completion of the project.


 Responsible for proper planning of all resources required to complete the works in accordance with
the program, ensure all persons at site are adequately experienced and trained to carry out their
allocated tasks.
 Responsible for the day to day management of the project, both on and off the site, together with
proper delegation of duties in accordance with the organization chart and for the effective
implementation of the project management system.
 Take prompt corrective actions to remove any unsafe or unhealthy work conditions and to
 Maintain effectively such corrections made.
 Ensure good housekeeping is practiced on site.
 Ensure the delegated site personnel are conversant with and operate the prescribed QMS and
Safety Plans correctly.
 Able to properly communicate with and manage all persons on site.
 Ensure that all dangerous activities are carried out under Permit to Work Procedure.
 Ensure that all training requirements are put in place (scaffolding, machinery operator certificate, first
aider, fire watcher, etc.)
 To ensure the effective implementation of all Plans, Procedures and Forms included in the HSE
Management System. Ensure that all equipment and machinery have third party certificate (when
applicable).
 Lead all construction activities and enforce strict adherence to all project requirements. Report to Dy.

 Implementation of HSE Policies and Procedures as per the HSEMS requirements.

 Engineers –

 Responsible for the site coordination and execution of the project construction.
 Prepare technical document, material, and shop drawings submittals.
 Raising RFI’s, IR’s to the client.
 Preparing weekly look ahead reports.
 Attending coordination meetings between client and consultant.
 Transmitting client instructions to the project manager and the construction team.

 Managing the QA/QC team, coordinating and assisting in all QA/QC documentation as per project
quality plan.
 Establish and maintain a programme for the identification and assessment of hazards.
 Assist in the investigation of every serious or fatal accident and dangerous occurrence and

 Ensure that all activities to be done in accordance with the approved MS/RA,
 Supervisor shall monitor site installation, conduct tool box meeting and discuss to crew member the
hazard of the activities to be done.
 Supervisor also ensure that site installation shall be as per project specification.
 Technician shall be attended and pass necessary trainings required for the job to ensure the
competency and to comply with the requirements of Contractor/Engineer.
 Site activities / installation shall be executed in compliance to quality, safety and standard
requirements. Report to Engineer.
 Implementation of HSE Policies and Procedures as per the HSEMS requirements.

 Workers
 All workers must follow the safety rules, as described in the project HSE plan & procedures.
 All workers must report any accident, near miss, or any other hazardous situation to his supervisor.
 All workers must always wear proper PPE.
 Shall attend TBT daily and comply HSE with requirements.

10 HAZARD IDENTIFICATION, RISK ASSESSMENT AND CONTROL

The Sub-Contractor will be responsible for all necessary safety measures at all time. All works
related will be executed in accordance with the Client and Contractor Project Health, Safety Plan and
MS & RA.

The work will only proceed when all necessary permits has been obtained or when required. The
permit will be kept on site for consultation during any site works.

Special attention will be given to:


 Cordoning off specified working area and provision of applicable safety warning sign boards.
 All the Important Task Activities and Potential Hazards including existing controls have been properly
mentioned on the Risk Assessment made.
