DDA 2019 STUDENT’S DESIGN IDEA COMPETITION BRIEF

The competition being organized by the Landscape and Environment Planning Department, Delhi
Development Authority aims to recognize a thoughtful and innovative environmental vision through
design inputs on how to achieve a connection between our cities’ open public greens and their user
communities with regards to the natural and cultural character of the site.

Delhi Development Authority calls graduate and post-graduate students of Architecture, Landscape
Architecture or any other related fields, to participate in this design competition to showcase their
design ideas for the provision of restaurant facilities (in various categories), in DDA’s urban greens.
The competition invites submissions from students or teams of student’s in these programs.

Theme: DESIGN WITH NATURE

The competition aims to provide an opportunity to students and professionals in the field to design
innovative restaurant spaces in the existing greens of the city to provide the people of Delhi their
leisure and recreational time in a park environment with food in a single and integrated designed
space. The design can be categorized into the following:

 Category A – Cluster of Kiosks with organised open landscape areas as sit-out facilities
 Category B – Fine dining with landscaped sit-out areas

All the proposals should be designed according to the norms given in Master Plan of DDA-2021.

Eligibility
The Student Design Idea Competition is open ONLY to students (graduate or post-graduate) of
Architecture, Landscape Architecture or any other related fields. Participants can enter individually
or as a team of maximum 5 no. of persons, all of whom need to be bonafide students of an
educational institution.

Design brief

Open green spaces are used by the-people for leisure and respite, and these public spaces prosper
and flourish when accessible, well-designed with necessary amenities and are welcoming and safe.
Delhi Development Authority, seeks creative ideas for integrated landscape design of restaurant
facility in its large green areas, for those who “live in, work in and visit Delhi”.
It is essential that the design addresses the context and character of the site i.e. what is existing on
the ground and also taking into account the associated structures and the surrounding areas. It is
important that the entries look at and engage connections within the system, and integrate the
existing functions and spaces of the area.

Even though the ecology of a city is often dominated by built forms and systems, it is always possible
to integrate nature into our built environment. This is a significant part of the competition that we
want participants to recognize and address.

Site Selection:

The students are free to choose any DDA Green with landuse as ‘Recreational’, of their
choice, as per their analysis for locational context for viability of the project. However,
details of the following sites are provided for the purpose of convenience as-

Site A – Lake Park at G-8, Hari Nagar (23 hectare)


Site B – District Park at Ashok Vihar, Ashoka Garden (30.04 hectare)
Site C – Aastha Kunj, District park at Nehru Place (102 hectare)
Site D – Hauz Khas Recreational Complex (38.6 hectare)
Site E – Satpula Lake Complex at Saket (15.20 hectare)
Site F – District Park Sheeshmahal at Shalimar Bagh (75.20 hectare)

The proposal may be justified for its local citing within the green, as per their design. AutoCAD
drawings (Compatible with 2017 & older versions) for basic site features and site photographs
for the above sites and Norms/ Sizes permissible as per MPD 2021 are annexed. (Annexure B)

Design Challenges

The competition challenges students to create “happy destinations” that contribute to people’s well-
being by integrating a building in an environment (not vice versa which usually is the case) in a
manner that it is linked to its surroundings, with invisible boundaries. Some of the design challenges
can be:

 to explore how these public spaces can be re-defined to provide interesting connections for
nearby residents and visitors, while integrating it with the existing landscape and topography.
 To conceive open spaces as a resource which is multifunctional and design them as spatial
experiences which are visually accessible, easily walkable and offer beneficial environmental
services for all.
 To rediscover the character of existing open spaces with this built facility to function as
stimulating environments, which attracts people from all backgrounds to engage in
recreational activities, and at the same time carry frequent visitors.
Deliverables

The proposal can be submitted by Courier, Speed Post or by-hand to the Office of Additional
Commissioner (Landscape), 11th floor, Vikas Minar, ITO, New Delhi – 110002 to reach us latest by 6
p.m, 04.09.19. Each submission by participants must include the following:

1. Two A1 size (841 x 594mm) sheet, in English, landscape format. The page must illustrate:
 project idea;
 graphic illustrations (layout plans, sections, elevations), in a specific scale and of a type that
adequately describes the project;
 3D views (renderings, sketches, or photos of a model);

Note: The top right-hand corner shall have the Team ID, in the format: A1_TeamID
(ex. If the group’s “Team ID” is 123456, the file must be named: A1_123456).
For soft copy submissions in both PDF (maximum file size of 36 mb) and AutoCAD format
(Compatible with 2017 & older versions):
File name: A1_TeamID
(ex. If the group’s “Team ID” is 123456, the file must be named: A1_123456).

2. One-page design statement (only text, images not permitted), A4 paper size, English language,
word or pdf format. The statement must provide a brief description of the:
 Design idea (maximum 4,000 characters, not including spaces)
 Use of materials (maximum 1,000 characters, not including spaces)
 Construction process (maximum 1,000 characters, not including spaces)
Note: For soft copy submissions:
File name: A4_TeamID
(ex. If the group’s “Team ID” is 123456, the file must be named: A4_123456).

3. One cover page/logo, pdf format, minimum size 1920x1080 pixel, 300dpi, horizontal orientation,
maximum file size 15 mb. The cover/logo that would be a representative of the project (rendering,
sketch, diagram, etc.) for exhibits and publications.
Note: For soft copy submissions:
File name: Cover_TeamID
(ex. If the group’s “Team ID” is 123456, the file must be named: Cover_123456).

4. Sealed envelope marked as Declaration form (Refer Annexure ‘C’ for the format of the Declaration
Form) containing the following:
 one A4 size sheet with entrant’s identification details (including College ID, showing that
participant is a bonafide college student).
 detailing number of hard copies/ soft media submitted be included.
General instructions:

 One entry can only include one design proposal of any one category. Each team can apply in
more than one categories.
 The text in the materials must be concise and written exclusively in English. The materials must
not contain names or references to the designers. It is mandatory that the “team ID” appears
in the name of the file as described above. All material must be sent in the formats indicated.
Materials received in formats other than those specified will be disqualified, as indicated in
the reasons for disqualification.
 It is the responsibility of the individual/ teams to guarantee that the final images and files are
in the size and resolution adequate to their reading.
 The entrants must ensure that all images, photographs and other material taken from other
sources are correctly accredited.

Jury and Awards for Student’s Design Idea Competition

The entries will be evaluated by the following team of jury members:

Architecture, Delhi)
Dr. Kalpana S. Khurana, Director (Landscape), DDA

The jury will award the following prizes per entry (individual or team)-:
 1st prize – Rs. 20,000
 2nd prize- Rs. 15,000
 3rd prize- Rs. 10,000
The winning teams will receive recognition through an upload of their proposal on the DDA website
and Twitter account. Certificates of participation, appreciation and awards signed by the Vice
Chairman, DDA will be issued.

Evaluation Criteria

The criteria for judging of the entries will include the following parameters –

1) Architectural quality

 Interpretation of the theme with respect to the environmental and cultural context. The
project must present a creative and an innovative design idea along with a sensitive approach
to the area being developed.
 Quality of the architectural composition.

2) Use of sustainable materials and techniques

 Use of natural materials and local resources for architectural application. Simplification of the
construction process making it sustainable. Use of technology to achieve ‘net-zero’ energy,
handling all onsite storm water capture, treatment, and infiltration.

3) Reflection of contextual parameters in the design

 The architecture must integrate with the urban surroundings, environmental factors, and the
landscape it is being built in.

Competition rules

 Participation in the Competition implies unconditional acceptance of the Competition rules.


 Entries received after the said date and time would not be eligible for evaluation.
 Proposals incomplete in any sense will not be accepted.
 All Competition entries are the property of the DDA and will not be returned.
 Selected works may be exhibited at the discretion of the DDA.
 DDA retains the right of duplication or publication or construction of any or all the material
submitted to the Competition, in both digital and print media and there shall be no obligation
whatsoever to the entrants, beyond acknowledging the authorship of the works exhibited or
published.
 No entrant is allowed to have their submissions (or any part thereof) published in any way prior
to the notification of the jury final decision.
 The jury shall preside over the competition, and is the sole arbiter at all levels until the final
awarding of prizes. All decisions of the jury are final.
 All disputes related to the Competition that cannot be solved only by the jury shall be settled
under the Chairmanship of Principal Commissioner (Landscape)/Vice Chairman, Delhi
Development Authority
 The winners of the 1st, 2nd and 3rd prizes shall be announced by the Vice Chairman DDA in an
award function.
 If the number of projects submitted exceeds 500, a pre-qualification process may take place.

Anonymity:

 Upon receipt, each entry will be assigned a serial number by the DDA organizing committee in
order to guarantee the anonymity during the selection.
 The PDF and AutoCAD 2017 files and the folder they are in shall not identify the names of the
participants.
 All entries submitted must be in a single packet. The top right-hand corner of the packet shall
have the Team ID, in the format: A1_TeamID. The envelope and the sheets shall be marked with
serial number by the DDA. Submittals in the envelope must not reveal the names or identity of
the entrant and/or landscape architects, firms, other designers, students, schools,
photographers. Any such identification would result in automatic disqualification. Entrants
must use an easily readable typeface no smaller than 11-point size, for all text.
 The declaration form must be complete in all respects. The Declaration Forms will be kept
separate from the project files, and will only be consulted by the jury once the final
deliberations are completed.

Reasons for Disqualification

 Deliverables that include text in a language other than English.


 Deliverables that include names or references to the designers. The team ID is to be used as the
team’s indicative reference.
 File names that do not adhere to the format specified in the announcement. (Refer section
“Deliverables”)
 Incomplete deliverables that do not adhere to the specifications provided in the
announcement. (Refer section “Deliverables”)
 Materials received within time frames or via methods other than those specified in the
announcement. (Refer section “Deadlines”)
 Any participant disseminates material related to his or her team’s submission prior to the
selection of the winners.
 If a participant is not found to be a bonafide college student.
 Any case of personal/team identification on the submitted entries will lead to the
disqualification of the individual/team.
