Student’s Backlash against the Revision of 2019 PUP Student
Handbook
Recently the revision of 2019 PUP student handbook has become a hot topic among the
students, professor and the administrator of the PUP. This said revision spark an outrage from the
different organization of students. Majority of the student individuals and organizations are against
the revision particularly with the three main changes— the dress code, mandatory drug-testing,
and the higher GWA required for Latin honors.
Last July 15, 2019, the PUP College of Communication Student Council launched a
protest against the then "to be approved" revision of student handbook. Together with other
organizations like— SAMASA-PUP, Laban-PUP, League of Filipino Students, Kabataan Party
list, Viva Voce, The Catalyst, PUP-SPEAK, the Student Regent and other student-leaders from
the different campuses of PUP, the mobilization started in College of Communication up to
Popeye in the main campus.
One of the changes that the students are against is the dress code. In the Title 4, Section 5
of the revised student handbook, it is stated that "Every PUP student shall dress up with dignity
and respect and must adhere to the conventions of decency and proper grooming. Wearing of short
shorts, micro mini skirt, hanging blouses above navel, spaghetti blouses, tube blouses, sando, and
the like are prohibited." According to the student-leaders, this will sacrifice the comfort and health
of the students knowing that PUP lacks good ventilation facilities. It will also hinder the freedom
of expression of the students which is very important and particular to the COC students.
The higher required General Weighted Average for Latin Honors is another one of the big
issue’s that the students are highly against. From the 2013 student handbook edition, the required
GWA for Latin Honors for Summa Cum Laude is 1.0000 to 1.2000, Magna Cum Laude: 1.2001
to 1.4500, and Cum Laude 1.4501 to 1.7500. And for the revised 2019 student handbook (Title 5,
Section 15.3), the required GWA for Latin Honors for Summa Cum Laude: 1.0000 to 1.1500,
Magna Cum Laude: 1.1501 to 1.3500, and Cum Laude 1.3501 to 1.600. The changes are so unfair
for the students given that the University is still lacking of modern facilities and equipment to help
the students for their studies. And until now there are some rumors that some professors still uses
the "Roleta" grading system for their students, which is very unfair for those who did well but was
not lucky enough to get the grade that they deserve.
Some professor takes the side of the students. One professor from the universities stated
that “I wonder kung among science behind this. Are we for rewarding student hard work or asking
them to give up their lives to have a medal from PUP?”. Is this the new CHED Memorandum
Order? To train the students to become a robot and to value more the numbers than the learnings
of the students.
Unfortunately, the revision was approved but despite the fact that it was approved, student-
leaders conducted a "Masining na Protesta", once again leaded by COC Student Council along
with other school organizations.
The revision would not be much of a problem if only the administration gave more attention
in giving the facilities that the students deserve and in reprimanding those unfair professors who
uses "Roleta". It is a good thing that students are aware of their rights and what they deserve.
