DESCRIPTION OF THE REALITY

Tulakaboak is a barrio of Sulamu, Indonesia, NTT. It is around 36 km from Oeteta, Sulamu,


where the first mission of the Carmelite Missionaries in Indonesia is located and 53 km from the City
center of Kupang. It takes 2 hours and 45 minutes to travel by single motorcycle from Oeteta to
Tulakaboak.
It has a population of 119 Families. From this population there are 28 families from East
Timor.
Tulakaboak is a local transmigration area for the East Timorese refugees, victims of the civil
war in 1999. They were residents of East Timor before the civil war but when the war broke out they
choose to remain Indonesian so they fled East Timor. The Indonesian government gave places where
they could stay while integrating into the mainstream Indonesian population and one of these places is
Tulakaboak. The war was 17 years ago and they are there, still experiencing deprivation and isolation.
One of the main reasons is lack of possibilities in the place especially the road; it is still dirt
road full of stones. The existing bridges are dangerous to pass. The slabs are all loosen up and the
people just add planks of wood to make it passable. It could be dangerous when it rains. The area is
almost inaccessible. It is still deprived of electric power. In terms of Education there is one public
elementary school but the facilities for learning are not well provided. The quality of education is very
poor. The public school teachers provided by the government comes from Kupang and they go there
only once a month and barely have time to teach the children then go back again to the city. The
teachers just enter the classroom once a month. The consequence is that the children do not know how
to read and write and they could not follow even simple instructions. Education is a very important
tool to uplift their poor condition but they could barely avail of such a precious service.
In response to the pressing need to uplift the condition of the East Timorese Refugees in
Tulakaboak and the Local Indonesian living in this place, the Carmelite Missionaries in Oeteta,
Sulamu, decided to reach out to them through Non-Formal Week-end Education Program for their
children.

DESCRIPTION OF THE PROJECT

General Objective:

To provide an alternative learning opportunity for the Children of the East


Timorese Refugees and the Local Indonesians living in Tulakaboak through
Non-Formal Education.

Specific objectives:

 To teach the children of the East Timorese refugees and the Locals how to read and write.
 Provide nutritious snacks during the learning process.
 To catechize the children about God and the Catholic Faith.
 To uplift their sense of dignity as children of God.

Plan Activities:

 Every Saturday afternoon till the following day, Sunday, the team will be in Tulakaboak.
 Family visit on Saturday
 Non-formal teaching on Sunday
o Reading and Writing Skills
o Catechism

EXPECTED SOCIAL TRANSFORMATIONS

 The children would be able to read and write.


 They will have more self confidence in communicating with others.
 They will deepen their love and respect to God.
 They would have better possibilities in the future.

BENEFICIARIES OF THE PROJECT

 60 children (male and female)


 From this number there are 34 children from East Timor and 26 local children ages 6 to 15
years old.

CONTINUATION OF THE PROJECT

The project will be sustained once it starts functioning by continuing it with a net-working system
with the Government institution in-charge for out-schools students for vocational skills training.
