Monday 4th April 2016 at the Rajar Building, Town Lane, Mobberley

The meeting commenced at 7.30pm

1. APOLOGIES FOR ABSENCE

2. ELECTION OF CHAIRMAN, VICE-CHAIRMAN AND RESPONSIBLE FINANCIAL OFFICER


2.1 Chairman: Councillor Gilks proposed Councillor Janet Cookson for the position of Chairman on the Parish
Council. This was seconded by Councillor White and carried unanimously.
2.2 Vice-Chairman: Councillor Cookson – proposed Councillor Atkinson, seconded Councillor White and
carried unanimously.
2.3 Responsible Financial Officer: The clerk – proposed Councillor Gilks and seconded Councillor
Cookson and carried unanimously.
2.4 Election of Committees.

3. DECLARATIONS OF INTEREST
No declarations of interest were received.

4. MINUTES OF PREVIOUS MEETING


RESOLVED: That the minutes of the meeting held on 4th April 2016 be approved as a correct record.

5. Public Participation – A period of not more than fifteen minutes were made available for the
public to submit comments.
Mrs Holloway brought to the attention various schemes in Knutsford where CPPHT are selling land for
car parking – does this include the land in Oldfield Drive. It was unclear whether it did, however this is
with Cheshire East Council.
It was commented that more commercial vehicles are using this space. ACTION The clerk to ask
CPPHT for signage to indicate Private Parking.

6. Report from Knutsford Community Police


PCSO Sophie Emmerson gave an update on the incidents relevant to Mobberley – a copy of the report
e-mailed to all PC’s.

7. Great Oak Square Affordable Housing Councillor Kendal raised her concerns about how estate
agents advertise the affordable housing on Great Oak Square – there does not appear to be any
stipulation that properties appearing on the market are initially open to Mobberley residents.

8. Correspondence

8.1 E-mails 4, 5 and 8 – reference to comments made by a Councillor on Facebook on the Mobberley
Victory Hall Memorial Club’s page. The clerk reminded all Councillors that Councillors must respect their
position as a Parish Councillor and not comment on any matters relating to the Parish Council.
8.2 E-mail 13 – re offer to provide a bench in memory of S Lomas’s father. ACTION: the Clerk to
contact S Lomas with the costings of the new bench and see if she is able to either donate or pay in full for
the bench.
8.3 E-mail 9 – Carol Own asking if the Parish Council have considered twinning with a UK or European
town – It was agreed that this should be left until after the European Referendum.

9. Finance
9.1 To approve Financial Report
RESOLVED: Financial report 9th May 2016 be approved – See attached documentation.
Total Payments Approved: May 2016 £3088.58
Financial Report duly signed by Chairman.

10. To receive Committee Reports


10.1 Planning. Next meeting 23rd May 2016.Councillor Bowden gave an update on the Harman appeal
currently underway. He commented that more residents are required to attend the appeal. Everyone who
has spoken against the appeal has spoken very well, however they feel very let down by Cheshire East
Council.
10.2 Highways – nothing to report.
10.3 Victory Hall Trust Deed Committee – The planning consent has been received for the start of the
refurbishment – the grant can now formally be applied for. Councillor Bowden gave an update on the AGM
which was held recently and highlighted that residents still had concerns about the transfer of funds from
the Fabrics committee. This is being looked into.
10.4 Town Lane Land – Councillor Pike gave a brief report on the progress of work on the site.
ACTION: An article and poll to be included in the next newsletter about an official name for the site.
Councillor Cookson highlighted that a garden on Townfield Road seems to have extended into the land.
ACTION: Councillors Pike and Swan to visit the area.
10.5 Footpaths and hedges Councillor Swan gave an update on the footpath at Mr Moores property.
10.6 Village Matters & Community Events
10.6.1 Blue Placque Councillor Atkinson gave an update on the progress of a blue placque for the stocks
on Church Lane and possible sources for funding.
10.6.2 Hanging Baskets ACTION: the Clerk to contact CEC re hanging baskets.
10.6.3 Conservation Area Sign Councillor Pike noted that a Conservation Area sign is missing. Further
investigation is required.
10.7 Rajar Building
10.7.1 The Family History Society Lease has now been drawn up by the solicitor and will progress.
10.7.2 Tables – RESOLVED: 8 new trestle tables to be purchased.

11.1 Public Transport including Airport. Councillor Swan gave and report on the meeting attended
with the airport.
11.2
11.3 Highways. Councillor Cookson advised that following a meeting with Jon Crossley from Bentley
Manchester, that details of any Bentley seen speeding through the village should be noted – i.e.
number plate, colour and to note the time and date. This will help identify the problem. There are a
number of Bentleys in the area and they may not be driven by Bentley Manchester drivers.
11.4 Cheshire Resilience Plan. Nothing to report.
11.5. Amenities. The nets on the Ilford Playing Field have been damaged and the swing surface needs
attention. ACTION: Councillor Atkinson to speak with the Parish Rangers to see if this can be
rectified.
11.6 Police Liaison Nothing to report.
11.7 Footpaths and hedges
11.7.1 Councillor Swan advised that the DMMO on the proposed footpath is progressing.
11.7.2 Rubbish from work at Gleave House Farm is being scattered across a wide area of the village.
ACTION: The clerk to write to the owners making them aware of this issue.
11.8 Village Matters and Community Events
11.8.1 Information Point This has now been set up and the signage is to be installed in the near future.
11.8.2 Village Stocks. Councillor Atkinson to look into erecting a blue plaque highlighting the village
stocks.
11.9 Rajar Building. New tables are required. Next Rajar Buildign meeting 9th May at 6.45pm.
11.10 Victory Hall Trust Deed Committee. Councillors Pike and Bowden attended the latest MVHMC
meeting and noted the following “That the TDC receive 50% of the profit received from bar sales
(Hall till) i.e. 25% of the takings of any event held in the Hall but using the Club bar. This would be
paid quarterly and if at the end of the year the monies allocated to the TDC are less than £2,000
then the deficit would be made up.”
11.10.2 Victory Hall Garden – Groundlevel are to undertake the maintenance of the garden for the
forthcoming year then then contract can be reviewed..
11.11 Neighbourhood Plan
More volunteers are needed if this is to go ahead.
11.12 Newsletter/Website. Nothing to report.
11.13 Youth Council. Nothing to report

17. To note arrangements for the Open Parish Council meeting 25th April 2016. The clerk will use the
projector to help with this event.
