Steering Control Safety Standards

This document establishes standards for limiting rearward displacement of the steering control system into the passenger compartment of vehicles. It applies to passenger cars, trucks, buses, and multipurpose passenger vehicles. For vehicles manufactured before September 1991, the standard requires that in a 30 mph perpendicular collision test, the steering column not be displaced more than 5 inches rearward. For vehicles manufactured on or after September 1991, the standard was updated to apply to lighter weight vehicles. The purpose is to reduce the likelihood of chest, neck, or head injuries during collisions.
