APPEAL

To,

Honorable Chairman NADRA HQ

Islamabad

Subject: Request for Personal appearance against quoted reference

Reference: HQ/HR/Ops/16/51206 17th August, 2020 and File No: 1/Disc/Sus/PAL RHO (HR) 20 Aug,
2020

Respected Sir,

It is duly stated that I Muhammad Saqib Jabbar ERP# 51206 was working as PALP Site In-
charge at Dera Ghazi Khan Site since 18 th December, 2017 while my date of joining is 9th March, 2015.
During this period I remained posted at Muzaffargarh, Multan and Dg Khan. During my whole service I
worked with full honesty and dedication as no illegal findings, any mall practicing allegations and even
no departmental objections were found against me.

 As computerization of Arms Licenses are carried out under the umbrella of Home Department
Lahore and despite of SOP, there are others instructions passed on by Home Department and
NADRA representatives through Whatsapp Group (created by Mr Hassan and Mr Imran Malik)in
which one was related to processing of Arms License through Sanction Orders issued by Home
Department.
 During this practice, few fake letters were forwarded as well as issued by PAL Home Department
In-charge Mr Ihsaan and then appointed section officer respectively. Those were processed from
all over the PAL Sites in Punjab same as from PAL Site Dg Khan.
 Initially no such instructions were passed by concern Project Team of RHO Multan that fake
letters are issued and processed. Upon their information more vigilantly whole process was
carried out at PAL Site Dg Khan.
 Later on, an inquiry of undersigned was conducted by Project Branch in May to justify why and
how such letter was processed at PAL Site Dg khan. I clearly admitted that before alarming of
this situation any of the PAL Site In-charge was aware of this but once it was highlighted I
worked and process with more vigilance as no one can think that this anomaly could be
happened.
 Secondly, I clearly highlighted a huge bug in PAL application to our concern Project team that
there in no check available in PAL Application that if a manual license number is entered against
applicant A at PAL Site DG khan and same manual license number also entered against applicant
B at PAL Site Lahore, no error and warning window will be prompted to highlight that this
number has already been used.
 That was the other allegation on me that few license numbers were processed at my site 2x
times in different durations.
 Upon those allegations inquiry committee suggested Termination against me after investigation
as I was not involved in mall practice or any other illegal activity, the only fault of mine is lack of
information initially when all this happened once informed then on such processing was carried
out at my site.

Honorable sir, for above mentioned allegations termination is considerably big and extreme verdict as I
was not found involved in mall practice. My career of almost 6 years is thrown in stack.

I put rest on all your kind wisdom Sir, please consider my request and look in to this matter. Your kind
consideration will save my whole career sir please.

Muhammad Saqib Jabbar
