Improvement of Quality Management for Highway
and Bridge Construction and Maintenance
FOREWORD
In awareness of the importance of supervision and materials quality control in the implementation of
various public works and highways projects, the Department of Public Works and Highways in
coordination with the Technical Cooperation Project (TCP) on the Improvement of Quality
Management for Highway and Bridge Construction and Maintenance under the assistance of Japan
International Cooperation Agency (JICA) has prepared this Quality Control Manual on Concrete and
Steel Bridges Structures for the use of Engineers and Technicians involved in the quality control
aspects of project implementation and maintenance.
The Manual is divided into three (3) chapters, namely: Concrete, Steel and Miscellaneous Items. In
each chapter, material requirements/properties and quality control supervision are presented for
reference and guidance. The necessary quality control laboratory tests are also presented in the
appendices.
The laboratory tests are consistent with the latest testing methods as prescribed under the American
Association of State Highway and Transportation Officials (AASHTO) and American Society for
Testing and Materials (ASTM).
It is hoped that this Manual will be an effective tool in the proper construction and maintenance of
bridge projects.
