JUNE 10, 2010 DO 78, S. 2010 – GUIDELINES ON THE IMPLEMENTATION OF THE
DEPED COMPUTERIZATION PROGRAM (DCP)

Guidelines on the Implementation of the DepEd Computerization Program (DCP)


● The Department of Education (DepEd) is geared toward the transformation of education
through the DepEd Computerization Program, with the legal mandate of promoting the right
of all citizens to take appropriate steps in making education accessible to all (DCP).

● DCP aims to provide appropriate technologies to public schools in order to improve the
teaching-learning process and meet the challenges of the twenty-first century. This program
will address the computer backlog in public schools by providing hardware and software as
well as training on basic troubleshooting.
● The DepEd Computerization Program has provided at least one computer laboratory to
each of the 5,409 public secondary schools. Depending on the agencies providing the
computer units, this can range from 10 to 20 computer units, including peripherals. The
program's objectives are as follows:
1. Provide computer laboratory packages to secondary schools;
2. Provide e-classrooms to elementary schools;
3. Provide laptop computers to mobile teachers;
4. Integrate ICT into the school system.
5. Improve learners', pupils', students', teachers', and principals' ICT literacy;
6. Reduce the computer backlog in public schools.

COMPUTER AND NETWORK FACILITIES IN ALL DEPED ADMINISTRATIVE
OFFICES AND SCHOOLS

Guidelines on the Proper Use of Computer and Network Facilities in All Deped
Administrative Offices and Schools
● The Department of Education (DepEd) has been involved in various programs aimed at
modernizing its operations and improving the teaching and learning process in the schools.
The DepEd Computerization Program (DCP) facilitates the deployment of computer
laboratories to public high schools.
● DepEd has formulated guidelines on the proper use of computer and network facilities in all
DepEd administrative offices and public schools. ICT Unit (ICTU) has formulated the
guidelines to ensure effective and efficient use of computers and networks. See Enclosure
No. 1 for these guidelines.
● Furthermore, before using the facilities, all concerned personnel must fill out and sign the
Computer Usage Code-of-Conduct Contract. This contract was sampled in Enclosure No. 2.
MAY 15, 2009 DO 50, S. 2009 – LAUNHING THE DEPED INTERNET
CONNECTIVITY PROJECT (DICP)

The DepED Internet Connectivity Project is being launched by the Department of Education
(DepED). The project's goal is to provide internet access to public secondary schools. It is in
accordance with the Presidential Directives (Enclosure No. 1) to provide internet access to
schools.
● The DepED Internet Connectivity Project aims to connect all public high schools to the
Worldwide Web within SY 2009-2010.
● The Department of Education DepED has released a list of schools in the Philippines that will
be classified according to their internet access. Secondary schools shall be classified into
groups A, B, C and D.
● All public high schools in the Cyber Corridor's respective regions/divisions, namely:
● Ncr, Region IV-A, Region VI, Region VII, Region X and Region XI
● All the National High Schools situated in the capital of each province outside the Cyber
Corridor High Schools. All other Public High Schools not connected to the Internet, and. All
schools whose computer laboratories are connected to a Local Area Network (LAN) shall
connect their routers to the internet. For those without computer laboratories, at least one
computer shall be connected to an internet connection.
● High schools that are covered by telecommunications companies must provide connectivity
specifications. The required range of available DSL bandwidth for schools with 1 to 5
computers connected in the Local Area Network (LAN) is 64kbps up to 3.5mbps (shared
bandwidth) The connection type can be wired, fixed wireless, or a USB modem.
● Those who live outside of any of the Telecommunication Companies' coverage areas must
connect their computers/computer laboratories via satellite broadband internet service. High
schools connected through GILAS must keep their connection service until the contract
expires and submit their Memorandum of Agreement (MOA) and other documents to the
central office for verification. Those who have ceased providing services to GILAS must notify
their ICT coordinators as soon as possible so that a budget can be allocated to them.
● Before obtaining an internet subscription, schools without electricity should wait for alternative
ICT equipment to be deployed to their schools within the school year. The deadline for
obtaining an internet subscription for all high schools in the cyber corridor provinces (Group
A) and all national high schools in each province's capital outside the cyber corridor provinces
(Group B) is May 31, 2009. The deadline for obtaining an internet subscription for all high
schools that are not currently connected to the internet (Group C) is August 31, 2009.
● All schools are hereby directed to submit their Service Agreements and other documents to
their service providers through their regional offices and have them validated by the Central
Office, Office of the Director, Technical Service.
