I. Rationale
The establishment of formal educational opportunities for all citizens is central to the
Philippines' developmental poverty alleviation, social empowerment, and transformation
strategies. Education takes on the status of a human right because it is integral to and
enhances human dignity through its fruits of knowledge, wisdom, and understanding. Although
education is vital to growth and development, why is it that some cannot avail of formal
education?

The rate of out-of-school children and youth in the Philippines is growing. In fact,
the Department of Education stated that this rate would reach four million in number this 2021
due to the pandemic. Apart from COVID-19, the most common reasons among youth for not
attending school were the following: Poverty, Lack of Interest, Family Issues and Financial
Problem.

Providing a training opportunity boosts learning chances not only for out-of-school youth,
but also for adults and children. These learning opportunities are indeed useful to not only the
four million out-of-school youth affected by the pandemic, but also for those who lost their jobs
and thinking of starting a career a new field. When you empower people especially with training
opportunities, you are giving them a better chance to live a good life, and a better chance to find
good jobs and be employed and in demand.

II. Goal and Objectives

Goal: This program activity will give the participants an overview and information with regards
to the basic electronic concepts such as troubleshooting techniques and servicing of basic
consumer electronic products and systems which they can practice later as a supplementary
source of livelihood specially in this time of pandemic.

Objectives:

1. To provide vulnerable youth with marketable livelihood/vocational skills to enhance their


employment opportunities.
2. To create sustainable learning opportunities that nurture social empowerment.
3. To empower youth to establish viable income generating projects (poverty alleviation).
4. To break the cycle of youth marginalization and vulnerability that undermines individual,
community and national development prospects.
