NOTING
PROCESS of NOTING
Noting : includes
(a) a summary of previous papers,
(b)a statement or an analysis of the questions ( contained in the PUC or received
note) requiring decision,
(c)indication of the rules/precedent/resource position,
(d) suggestions regarding the course of action and(e) final orders passed thereon.
Noting is of 3 parts :
Part I: Docketing;
Part II: Text of the Noting:
Part III: Referencing
Part I DOCKETTING): Steps
see from the Correspondence File ,the S.No.of the PUC/FR;
put that S.No. in the middle of the page at beginning of the Note to be
started.
PART II (Text of Noting): 2 sub parts:
(i) Reproduce the dak stage remarks of the officer, if any.
(ii) your Noting Remarks steps:
Open your noting with 1 to 3 sentences, what and from whom the PUC/FR
noting is, and core of what has been {given there /asked there}
Carefully read the content of the PUC/FR and make sentence like “The
matter contained in the PUC/FR/ (Note dated .. of ...section) has been
examined .
{if you find any erroneous content in the PUC/FR/Note, make a sentence like
“it is observed that the figures/facts given therein are not correct as per our
record/ rules. The correct position is s folloews: “ ”
Carefully read the content of the PUC/FR ( so that you do not miss any
point)and write : “Action(s) involved in the matter is/are.....”
Carefully think what rule/order of Ministry/ NIPER-H, if any, governs the
matter;
look at that book/order and write summarising the relevant provisions for
the matter in the case
carefully analyze whether the conditions are fulfilled (partly/wholly) and write
“The requirements are fulfilled /except...(if any).”
Where you think (after carefully reading) that the rule/order of Ministry is either
silent or not clear on the matter, write “The part.. of content ..... in the
Rule/order is not clear for which it is necessary to get clarification, before
further action is taken up.”

Carefully write points of information if any necessary to be given from your
file/registers as data for the officer to base his decision on the action involved
in the matter/ or as matter for reply .
Make paragraphs of a convenient size and number them.
Write in the concluding para: “The competent authority is requested to kindly
accord approval for the following:..
If a Draft for Approval is made, write “DFA may kindly be approved”
The dealing hand will append his full signature with date on the left below his
note.
An officer will append his full signature on the right hand side of the note with
his name, designation and the date.
Part III: (i)Docketing ( in the left side margin of the noting sheet)
See the paper in the attached ( some other relevant) file if any,/Rules
Book/Orders Folder, if any for which a slip flag has been given ( like)F/A, F/B)
for convenience of officer to look at that paper
Write in pencil, in the margin ,that identification (F/A. Etc) parallel to the
concerned line in the text
See the text of the noting where a reference has been made for a paper in the
same file
Write in pencil, in the margin, that paper’s page number ,parallel to the
concerned line in the text
