Executive Summary
The aim of this research was us a group to choose a community, elaborate on the community findings, show evidence of the major issues found
within the community and create a grand proposal for one of these issues sited within the community, the proposal would include ways in which
we can make that community better resolving that specific issue. According to research it was evident in the Asia community that the main
reasons for the psychological effect of poverty was the high level of unemployment and Lack of job Opportunity, but for the sake of the grand
proposal we will only focus on the high rate of unemployment among youths within the community of Asia, which were cited as one of the main
issues by the researchers, it is stated in the project that high unemployment rate lead most young people to abuse the use of drugs which later on
contributed to Conflict within the households for Community, as a result causing health issue. The community's overall spirit was good because
most of the population were willing to accept change and try to uplift themselves by engaging in programmes, farming and operating small
businesses. Within this grand proposal will only focus on one issue which is the high rate of unemployed youths with the Asia community and
also develop ways in which the issue can be resolved.

Project Rational (Introduction
The prevalent unemployment that prevails in Asia Community Manchester is the main expression is the dominant cause of poverty among the
youth population. Young people in particular, suffer disproportionately in terms of access to meaningful employment. The need of seeking
gainful employment (job creation initiatives) from reputable persons from establishments, attaining education and skill training level at college
/universities and heart schools and allowing females to work together with males as a change’s agents. Was some of the most dominant requests
by the youth population of Asia community to eradicate poverty during the consultation phase.
The reader of this project proposal covers the causes of the diverse social problem prevalent in Asia. We further access the effects and solutions
to serve the existing problem which is unemployment.

Project Description
The skills and training partnership programme will aim to address the unemployed youths within the community of Asia. The community has
numerous strengths; however, one major disadvantage of the Asia community is an increase in youth’s unemployment. Majority of the youths
are unemployed due to lack of opportunity and education within the community. Our aim is to get these youths persons educated and certified
with a skill through programs and sponsorships with the help of Jamalco Bauxite and other charity funding agencies, heart trust will also be used
to educate persons, we will use the churches and schools within the community to facilitate these training that will be funded by JAMALCO.
The training will last for three to four months giving youths between the ages of 16-40 years a second chance to elevate themselves, the area of
expertise will be offered are cosmetology, farming and hospitality.
Heart trust as we know certified most persons working in the hotel industry, so I will use this opportunity to partnership with the hotel and
ministry of labour and social security to place these young persons in a job after the completion of the course and hopefully to offer grants to
some, we hope to make it an on-going effort within the community of Asia, but we will limit the number of persons we certified each month
because of our budget purposes. From time to time we will also be distributing care package to person within the community. We hope our
outcome will create a positive impact on the community of Asia by providing both training and employment for the youths.

Needs Statement & Problem statement
The problem that the project will address is the high rate of unemployment among youths within the community of Asia. There is too much
unemployment in Asia among the youths from age 16-40 years. This community project will seek to help young individuals gain a skill so they
can become marketable for the work world and become productive members of society.
Goals and Objectives
Our main goal for the Asia community is to reduce youth unemployment by teaching them a skill that in the long run will prepare them for
employment and even venture into entrepreneurship. We will achieve this by providing various skill training in the areas of farming, Hospitality,
cosmetology.
Objectives:
● To create job opportunities for the youths in the Asia community through skill training.
● To give interested youth an opportunity to become self- sufficient and marketable

● To empower, motivate, encourage and teach the youth the importance of being an asset to society and providing for themselves and their
family.
● Implement programs to facilitate youth’s awareness
● Providing scholarships for average students at any level in education
● Distribute gift package to a least 30 youths Asia
● Providing training for youths, who are interested in learning skills in cosmetology, farming and hospitality.
Target Group
This project proposal is targeting the youth population (Male and Female) in community of Asia between the ages of 16-40 years mainly youths
who are unemployed.
Project Result
Since the project will have different activities such as skills training programs, scholarships for average achiever’s capacity buildings etc. For
the youths during this project all these activities will have different results to youth’s employment.

Understanding the Agency, Community and Funder
Jamalco is a joint venture between General Alumina Jamaica Limited and Clarendon Alumina Production Limited (CAP) with a focus on
bauxite mining and alumina production. The entity started as a bauxite mining venture by Alcoa in 1959 and exported its first shipment of
bauxite in 1963. The venture began alumina production at a new refinery in Halse Hall, Clarendon in 1972 with a production capacity of 500,000
metric tonnes per year which it exported from its port facility at Rocky Point.
On the other hand, the refinery’s capacity was upgraded to 1 million metric tonnes per year in 1999 and then to 1.25 million metric tonnes per
year in 2003. The completion of a further upgrade in March 2007 lifted the production capacity of the refinery to [1,416,700] million metric
tonnes per year.
In 1988, the Government of Jamaica acquired a 50 percent share in the operations. The resulting joint venture was named Jamalco, with Alcoa as
the managing partner. Following the 2007 expansion, Jamalco’s ownership structure changed with Alcoa owning 55 percent and the Government
of Jamaica, 45 percent. Furthermore, In December 2014, global commodities company Noble Group that is (SGX N21) acquired Alcoa’s 55
percent stake in Jamalco, while Clarendon Alumina Production Limited (CAP) retains its 45 percent ownership of the joint venture.
Jamalco mines bauxite and refines it into alumina before it is exported from its port at Rocky Point, Clarendon. On average, 2.5 tonnes of
bauxite produce one tonne of alumina. The alumina is exported to aluminium smelters where it takes around two tonnes of alumina to produce
one tonne of aluminium metal.

Facilities
Jamalco’s bauxite mines are located in South Manchester on the Mount Oliphant plateau and in Harmons Valley. The railhead from which
bauxite is trammed to the refinery is located at St. Jago in Clarendon. The refinery is located at Halse Hall in Clarendon and the port from which
alumina is shipped is located at Rocky Point also in Clarendon.

The Asia Development Area lies immediately south and west of the Mandeville Development Area. The town of Asia is approximately twelve
miles south of Mandeville. The area covers approximately 8,600 ha (32 square miles) in the southeast portion of the parish. The Asia
Development Area is a farming area, which also contains a section of the coastal region with great environmental importance.

Over the past months we have some extensive statistical research data, and we have concluded that: a lack of skills resources, job opportunities,
rapid growth of population and slow development in the insulation of infrastructure /sums was overarching the antecedent of poverty in Asia
community.
Since the introduction of the program, there have been monumental successes which have resulted in the transformation of lives within the
community of Asia. We appreciate the Jamalco Alumina Corporation for taking an interest in helping the youth population who are at risk and
unemployed to develop skills training education and support programs for the youth such as: Mentorship program, Jamalco Career Enhancement
Programme (JCEP) School Wardens.

Monitoring & Evaluation
The implementation of the grant proposal will be monitored with monthly and quarterly visits to the community of Asia, these visits will gather
findings and oversee that the project proposal is benefiting community members and to ensure that opportunities are distributed equally among
the community.
This information will be available to the funding agency and other contributors to the community, with monitoring we will ensure that there is a
continuous assessment of the program set in place to help the people of Asia to help with the issue of unemployment and poverty. With the
evaluation this will allow us to examine any concerns that parties involved may have with the community-based program and with the finding
will allow accuracy, truth and effectiveness to bring success.
