Then, answer the questions that follow.
I join all Filipinos in celebrating the 122nd Anniversary of the Proclamation of
Philippine Independence.
One hundred and twenty-two years ago, our forefathers proudly proclaimed the
birth of the Filipino nation. Today we honor them for their bravery, heroism and
sacrifices as well as we thank them for the gifts of democracy and freedom.
As we wage a united battle against COVID-19, we now have the opportunity to
demonstrate that we possess the same gallantry of spirit and nobility of
character as the heroes of our past.
Let us now move forward with courage, hope and optimism as we overcome this
pandemic.

Questions:
1. What is the speech all about?
2. What is your observation about how he speaks?
3. How did you read the speech?
4. How you say or deliver what is written above is called Speech Delivery?
Let’s Elaborate
There are various ways how the different speakers do their speeches on the
stage. These ways are called Types of Delivery.
Here are the four common types of speech delivery:
5
1. Manuscript. Manuscript speaking consists of reading a fully scripted speech. It
is useful when a message needs to be delivered in precise words.
This type of delivery is one of the most common ways to deliver a speech by
politicians using some teleprompter and other lecturers reading their presentation
in front of an audience. It simply means “Just read your speech in front and
nothing more.”
Examples: News-reporting, graduation speeches, public addresses
2. Memorized. Memorized speaking consists of reciting a scripted speech from
memory. Memorization allows the speaker to be free of notes.
This type of delivery is mostly done by the students joining speech competitions
like oratorical and declamation. All you have to do is to memorize your speech
ahead of time and deliver it in front of an audience. It does not require critical
thinking.
Example: Declamation, Speech Choir
3. Impromptu. Impromptu speaking involves delivering a message on the spur of
the moment, as when someone is asked to “say a few words.”
This type of delivery is an unplanned speech. It is “made up on the spot.” It
requires little or no opportunity to prepare. In the case of a speech competition, the
contestants have a very limited time to get their ideas organized and then asked to
deliver it in front of an audience.
Examples: Recitation, Question and Answer portion on a pageant, debate,
when being interviewed
Here is a step-by-step guide that may be useful if you are called upon to give an
impromptu speech in public.
Take a moment to collect your thoughts and plan the main point you want to
make.
Thank the person for inviting you to speak.
Deliver your message, making your main point as briefly as you can while
still covering it adequately and at a pace your listeners can follow.
Thank the person again for the opportunity to speak.
Stop talking.
4. Extemporaneous. It is a middle ground between a manuscript speech and a
memorized speech. The speaker doesn’t need a manuscript word for word nor does
he/she memorize every single word. In this type of speech delivery, the speaker
uses his/her prepared outline or notes as a guide and elaborates it using his/her
own words.
Example: Lecturing, Hosting

Speech Conventions
Consider the following principles on how to deliver your speech:
1. Verbal Aspects
Pitch- is the rise and fall of our voice when we speak, sometimes called
"highness" or "lowness." We use pitch to give subtle meaning to sentences.
Avoid monotony, speaking with one pitch tone or little variety in pitch.
Make sure to vary the speech as you speak to show emphasis and
change in meaning.
6
Rate - is how fast or slow a person speaks.
When speaking you want to speak at a varied rate so that you can
emphasize important parts of your message.
You also want to change the rate for the mood or emotion of the
message and the occasion.
You might also speak slower if you are making choices and thinking
carefully about what you are saying; a slower pace may convey your
thoughtfulness to the audience.
Use a recorder to record your speech so you can clock your actual
speaking
Pauses - A pause may refer to a rest, hesitation, or temporary stop. It is an
interval of silence and may vary in length. The speaker may use pauses to
enhance the message delivery or fill the pauses needlessly and distract the
audience from the message.
Pause after an important idea: pausing gives the audience time to
process what you have just said before you continue with your
delivery.
Pause at the end of a unit: you may pause to signal the close of a unit
of thought, such as a sentence or main point.
Volume - Volume is the perceived loudness of the speaker.
When speaking naturally, you need to keep in mind the distance to be
covered by your voice and adjust sound production accordingly.
Articulation and Pronunciation- Pronunciation refers to the way a word is
spoken.
Speak clearly.
Practice reading and recording passages with the problem sounds.
Listen to the practice recording with a learning partner or tutor.
You can connect to one of the online dictionaries which have an audio
of the preferred pronunciations if you are unsure.
You may want to practice reading a story or article aloud with a
learning partner or tutor to check your pronunciation.
Fluency – the smoothness or flow with which sounds, syllables, words and
phrases are joined together when speaking quickly
Be very clear about the message you want to communicate.
2. Non-Verbal Aspects
Gestures
Facial expressions
Eye contact
Body Movement
Your body language should match the meaning of the words you are
saying.
3. Content of the Speech
Consider the audience.
Have an interesting introduction.
Speak well-organized ideas.
Speak well-supported ideas.

ON WORLD BICYCLE DAY, TAGUIG CITY SETS UP BIKE PROGRAM; TO LEND
BICYCLES TO CITY HALL EMPLOYEES
By: Katrina Hallare - Reporter / @KHallareINQINQUIRER.net / 05:50 PM June 03,
202
MANILA, Philippines — In celebration of World Bicycle Day on Wednesday, the
Taguig City local government launched a “comprehensive” bicycle program to
promote biking as an essential mode of transportation.
The local government also announced that it was planning a lending program so
city hall employees can use their bikes. This will be under the city’s Active
Transport Office, which is tasked to “studying the ways Taguig could champion
biking to citizens and become a bike-friendly city.”
“This will ensure the new culture is fostered where it was born. Taguig City will
procure bikes and helmets, which may be borrowed by employees to travel between
work and home,” the LGU said in a statement regarding the lending program.
Similar to the bike lending program for city hall employees, the Taguig City Health
Office and barangay health care centers will launch a bike-lending program, aimed
to enhance the mobility of health care workers.
Taguig law enforcers will also begin using bicycles, the local government said.
“A bike patrol team will also be deputized to move around in bikes to ensure health
and safety protocols are maintained in high foot traffic areas across Taguig. They
are equipped with first-aid kits and tools for simple bike repairs, just in case their
assistance is needed,” the LGU explained.
The Taguig City LGU added that it set up bike lanes along Cayetano Boulevard and
Bayani Road, as well it has renovated the protected bike lane along C6 Road.
The bike lanes were for a three-day demo where it will showcase that biking is
doable in Taguig, the LGU said.
The Active Transport Office, according to the city government, will also hone
partnerships with the business sector that is expected “to play a central role in
increasing bike-friendly spots across the city.”
“The Active Transport Office will contact malls and other establishments to provide
bike racks for employees and customers, even to create programs to incentivize or
subsidize those who would like to switch to biking as their method of
9
transportation between work and home,” the LGU said.
“We treat people who embrace active mobility, such as cyclists and pedestrians, as
first-class citizens. We are preparing the infrastructure, the incentives, and other
measures to make transport in the city safe, inclusive, and sustainable,” city Mayor
Lino Cayetano said.
The bicycle is one of the modes of transportation approved by the Inter-Agency
Task Force for the Management of Emerging Infectious Diseases as Metro Manila
was placed under general community quarantine (GCQ).
Interior and Local Government Secretary Eduardo Año likewise encouraged the
public to use bicycles as the primary mode of transportation, and for LGUs to put
up bicycle lanes in their respective areas.
