tied/footed before climbing. All ladder access holes shall be protected by guardrails
gates or other suitable protection.
5.6.16 The scaffold shall be tied progressively as it is built, to maintain stability at all
times. Tie patterns and tie duty, shall be as specified in the design document.
Where tying is not possible, buttresses will be required.
5.6.17 This erection process shall then be repeated for next and subsequent lifts, to full
height of the scaffold.
5.6.18 For non-boarded lifts, the single guardrail shall remain in position to facilitate any
necessary modifications and dismantling.
5.6.19 All boarded lifts shall be fitted with double guardrails and toeboards to statutory
regulations.
5.6.20 Should any new or unforeseen hazards become apparent or if conditions change,
during the course of the work, operations shall be suspended until the job has
been re-assessed and the details re-communicated to the workforce.
5.7 Erection Sequence for Cantilever scaffold:
5.7.1 Ensure that the main scaffold is adequately tied/supported and fitted with structural
transoms butted against wall, as per the design document, prior to commencement
of cantilever.
5.7.2 Fix ‘needles’ to main structure with right angle (double) couplers, ensuring that
they are connected through at least two rows of standards/ledgers, as shown on
the design document.
5.7.3 Construct advanced guardrail assembly and fix through two rows of standards.
Loosen couplers and push into position.
5.7.4 Progressively board out needles to gain access to fit outside ledger on top of
needles. Scaffolders to be at all times connected to inertia reel blocks or
retractable lanyards attached to a suitable anchorage point at a higher level.
5.7.5 Connect upper ends to outside ledger. Connect lower ends of rakers to ledger on
lift below. With cantilever section unloaded, loosen lower ends of rakers and push
up to remove any deflection in cantilever section. Fix check couplers below upper
ledger and above lower ledger. The needles will now form structural transoms.
5.7.6 Access cantilever section (attached with fall arrest equipment as before) to fit
board bearing transoms, decking boards, guardrail posts, double guardrails and
toeboards.
5.7.7 Should any new or unforeseen hazards become apparent or if conditions change,
during the course of the work, operations shall be suspended until the job has
been re-assessed and the assessment re-communicated to the workforce.
9 of 15
5.8 Erection Sequence for underhung scaffold:
5.8.1 Gain access to the overhead structure, where the scaffold is to be supported, by
safe means and in compliance with SAFE ZONE + if required.
5.8.2 For work over open steelwork or a fragile roof, a temporary platform shall be
constructed with boards supported on suitably spaced transoms, (or other
appropriate method, e.g. stagings) which together with the guardrails, will form a
‘SCAFFOLDERS’ SAFE ZONE’. This will eliminate the need for scaffolders to
stand on open steelwork, scaffold tubes of a fragile roof (which is strictly
forbidden). Should access to the finished scaffold be required from this level
construct fully boarded access platform with guardrails and toeboards.
5.8.3 Construct a grid of tubes with 90 degree (double) couplers and/or girder couplers
supported by overhead steelwork or other suitable structure, as specified on the
design document. This may be by overlay, cut size tubes supported inside flanges
or tubes supported by girder couplers.
5.8.4 As soon as possible, securely fix a scaffold identification (Scaftag) holder in a
prominent position, displaying ‘DO NOT USE’ and as soon as possible, a holder
shall be fixed at each access point of the scaffold. This is to indicate that the
scaffold is incomplete until it has been inspected and certified suitable for use. The
scaffold must never be left unattended until this task has been completed.
5.8.5 Connect double couplers to the scaffold grid to support the hanger tubes. Couplers
shall be spaced at suitable centres to suit the required safe working load to be
imposed on working platform, as shown on the design document.
5.8.6 Couplers shall be placed as close as possible to steelwork or other supports.
5.8.7 The required number of hangers shall be made up of suitable length, with trapeze
tubes below and checks top and bottom. Trapeze tubes should be fixed with right
angle (double) couplers, approximately 1m below the desired platform level.
Alternatively ‘goal posts; may be used.
5.8.8 The hanger tubes shall be connected to doubles on scaffold grid and partially
tightened. The hangers should then be slid through the doubles in a controlled
manner until check couplers are butted against supporting tubes. The doubles
shall then be fully tightened.
5.8.9 Inertia reel blocks shall be tightened to the highest available suitable anchorage
point. (If in doubt regarding suitability of anchor point, confirm with client).
5.8.10 Scaffolders shall connect inertia reel block hooks to rear ‘D’ ring of harness (with
short connection strop) before unclipping and stowing lanyard hooks.
5.8.11 A minimum of two scaffolders shall descend nearby hangers to allow for
passing/handling/fixing of tubes and fittings. Additional scaffolders may be
required, dependent on configuration of scaffold. Scaffolders shall climb onto and
grip hanger tubes and descend in a slow and controlled manner until feet are fully
10 of 15
supported by trapeze tubes (or goal posts).
5.8.12 Scaffolders situated on landing platform above (wearing safety harnesses with
lanyards connected to a suitable anchorage) shall pass down the required
equipment to complete erection of scaffold platform. All equipment to be secured
and lowered in a controlled manner by hand or on suitable hand lines. Small items
such as fittings shall be lowered in bags. Hand lines and lifting bags are to be
inspected prior to commencement of the work. Defective or suspect items shall not
be used.
5.8.13 Scaffolders shall connect ledgers and transoms to hangers to form a tube grid for
the working platform, as shown on the design document.
5.8.14 Board bearing transoms are to be fitted at appropriate centres and boards placed
in position to form a fully boarded platform. Scaffolders shall access the boarded
area and fully board/secure to form a working platform.
5.8.15 A single guardrail shall then be installed around all sides of the platform to form a
SCAFFOLDERS’ SAFE Zone.
5.8.16 Scaffolders shall work from boarded platform (remaining connected to inertia reel)
to complete guardrails, toeboards and bracing.
5.8.17 A ladder (or ladders) shall be fixed to gain access to the above boarded platform.
All ladders should be set at an angle of 75° (i.e. at a slope of 4-1) and securely
tied/footed before climbing. All ladder access holes shall be protected by guardrails
gates or other suitable protection.
5.8.18 Additional lifts may be constructed if specified on the design document. utilising
SAFE ZONE + procedures.
5.8.19 Once the scaffold is complete, Scaffolders shall ascend the ladder and reconnect
lanyards to suitable anchorage points, before disconnecting inertia reel hooks.
5.8.20 Should any new or unforeseen hazards become apparent or if conditions change,
during the course of the work, operations shall be suspended until the job has
been re-assessed and the assessment re-communicated to the workforce.
5.9 Manual lifting and lowering of material
5.9.1 All the operatives shall be in one line from first lift to the top lift.
5.9.2 All the operatives must follow proper manual handling procedure.
5.9.3 Operatives shall stand under the shade of scaffold and during lifting and lowering
their body parts or body trunk shall be under the shade.
5.9.4 The man on the ground floor is on maximum Risk so he must face the scaffold and
other team members to see clearly the status of material being lifted or lowered.
11 of 15
5.9.5 The operative on ground must stand under the shade if provided
5.9.6 The operative on ground floor must stand on side to raise or receive the material
rather than standing just below the lifting and lowering area.
5.9.7 The person on ground floor may stand on first lift side bay and a man at ground
level shall pass the material from side of the lifting and lowering area.
5.9.8 All the operatives shall maintain a regular communication between them and
strictly follow the other fellow’s instruction. Communication should involve the
information regarding size of the tubes and boards while passing the material.
Twist to confirm the complete hold of passed material before releasing the grip.
5.9.9 Avoid any distraction during lifting and lowering.
5.9.10 A continues supervision shall be present to monitor and check the distraction if
any.
5.9.11 Only one tube or one board at a time shall be passed.
5.9.12 Job rotation and periodic rest must be followed to minimise the physical
exhaustion.
5.9.13 Lift and hold the material in both hands and avoid using single hand for lifting and
lowering of material.
5.9.14 Keep the load close to the waist. Keep the load close to the body for as long as
possible while lifting. Keep the heaviest side of the load next to the body. If a close
approach to the load is not possible, try to slide it towards the body before
attempting to lift it.
5.9.15 Adopt a stable position for body balance, avoid tight clothing or unsuitable
footwear, which may make this difficult to work, keep body balance with feet apart
and one leg slightly forward and the other slightly backward.
5.9.16 Avoid twisting the back or leaning sideways, especially while the back is bent.
Shoulders should be kept level and facing in the same direction as the hips.
Turning by moving the feet is better than twisting and lifting at the same time.
5.9.17 Keep the head up when handling. Look ahead, not down at the load, once it has
been held securely.
5.9.18 Move smoothly if required. The load should not be jerked or snatched as this can
make it harder to keep control and can increase the risk of injury.
12 of 15
5.10 Inspection and Tagging of Scaffolding
5.10.1 All scaffolds shall be continuously tagged with a red, green, or yellow scaffold tag,
as applicable. During the entire time that a scaffold is being erected, altered,
repaired, or dismantled, a red (“Do Not Use”) scaffold tag shall be continuously
attached to the scaffold at each point of access. Only the Scaffold Supervisor or
Scaffold Inspector is authorized to remove a red scaffold tag.
5.10.2 Any scaffold, tagged with a red scaffold tag shall not be used, except by scaffold
craftsmen for the purpose of erecting, dismantling, altering, or correcting scaffold
deficiencies.
5.10.3 The Aramco Certified Scaffold Inspector who is responsible for the scaffold shall
personally inspect the scaffold at the job site as soon as possible after completion
by his scaffold craftsmen, and before workers other than scaffold craftsmen may
use the scaffold.
5.10.4 Special Scaffolds shall be reviewed and approved by Saudi Aramco Consulting
Services Department.
5.10.5 All green (“Passed Inspection”) or yellow (“Full Body Harness Required”) scaffold
tags shall be signed by Scaffold Inspector.
5.10.6 For any scaffold with platform(s) which physically cannot be completely erected
(i.e., interference with equipment or structure prevents installation of all guardrails
or STEEL PLANKS), yellow scaffold tag(s) (instead of green tags) shall be signed
by the Scaffold Inspector and securely affixed to the scaffold, in a clearly visible
location at each point of access. In no case shall a scaffold that is missing
members required for structural stability (i.e., bearers, runners, posts, or braces)
be tagged with yellow or green scaffold tag(s). Use of yellow scaffold tag does not
permit intentional erection of incomplete scaffolds.
5.10.7 Red and yellow scaffold tags shall not be removed or re-used elsewhere prior to
dismantling to which they are attached. No green tag is used in package 1 area.
5.10.8 Scaffolding shall be inspected in every 14 days as per Aramco Standard. If a
scaffold has been improperly altered or is unsafe, the Scaffold Inspector shall
ensure that the Scaffold Supervisor tags it with a red scaffold tag. Alternatively, he
may immediately correct the deficiencies, sign and attach another green or yellow
scaffold tag(s) as applicable.
Note: The Scaffold shall not be overloaded beyond its designed / rated capacity
As per section 5.3.7 of this method statement.
5.11 Modification of Scaffolding
5.11.1 Only scaffold craftsmen, under the direct supervision of a Scaffold Supervisor are
permitted to alter or repair any part of an existing scaffold, including guardrails,
STEEL PLANKS, and ladders.
13 of 15
5.11.2 The altered scaffold shall be re-inspected by a Scaffold Inspector after each
alteration. If the scaffold is safe for use, newly signed green or yellow scaffold tags
(as applicable) shall be securely attached to the scaffold prior to re-use.
5.12 Dismantling of Scaffolding
5.12.1 Immediately after completion of the scaffold’s intended use, and upon verification
that no other workers need to use the scaffold, the Scaffold Supervisor shall
ensure that all green or yellow scaffold tags are removed from the scaffold and that
a red (“Do Not Use”) scaffold tag is securely affixed at each point of access. The
Scaffold Supervisor shall then arrange workforce to dismantle the scaffolding.
5.12.2 Whilst the dismantling sequence should essentially be carried out in reverse to that
of erection, a check must first be made to ensure that the scaffold has not been
modified or misused in any way and that all ties, braces, decking and guardrails
are in position and sound and that the scaffold platforms are free from ‘tramp’
materials. If necessary, any defects should be corrected before the dismantling
process commences.
5.12.3 Ties, butt tubes or bracing shall not be removed only until dismantling reaches the
level on which they are attached, to ensure stability of the structure is maintained
at all times.
5.12.4 Dismantled equipment must never be allowed to accumulate on lower levels of the
scaffold to ensure that it is not overloaded.
5.12.5 Dismantled equipment shall be neatly and safely stacked in an adjacent area, to
alleviate obstructions, trip hazards and ensure good housekeeping.
5.12.6 Should any new or unforeseen hazards become apparent or if conditions change,
during the course of the work, operations shall be suspended until the job has
been re-assessed and the assessment re-communicated to the workforce
6.0 HEALTH & SAFETY
6.1 Personal Protective Equipment
6.1.1 All personnel working with scaffolding shall wear the following personal protective
equipment as a minimum requirement:
1.3.1.1 Safety coverall or long-sleeved clothing
